Description
The 23rd Contracting Squadron/LGCB plans to establish a Blanket Purchase Agreement Satellite TV Service. The BPA will be for a period not to exceed 5 years. Please see below Statement of Work for details on the services requested. Please submit a price list by fax to 229-257-4032 or by e-mail to william.davis@moody.af.mil All price lists must be received NLT 2:00pm EST 15 Jan 08. Please submit price list in the following format. Monthly invoices will be paid with the Government-wide Purchase Card (Credit Card).

STATEMENT OF WORK
SATTELITE TELEVISION SERVICE
1.1.    The Contractor shall install, provide and maintain commercial and government satellite television programming to multiple locations on Moody AFB with ability to add more points of service as needed by the Government.
1.2.    The Contractor shall provide a minimum of two service packages with each package containing a variety of programming to include news, weather, sports, top broadcast shows, local broadcast affiliates.
1.5. Channel Lock:    The Contractor shall provide, upon request of any subscriber, a channel locking device or code that permits a subscriber to prevent viewing of premium channels and any other channel that may contain programming unsuitable for children.
1.6. Pay Per View:    The Contractor shall provide pay per view capability only to residential buildings and facilities served by the satellite system and shall not provide pay per view to non-residential or official areas which are prohibited under the contractor?s pay per view program acquisition contracts.
1.8. The Contractor shall furnish all necessary receivers needed to provide service to official areas, at Government?s cost.    This will include more than one receiver per building if needed to provide access to multiple television sets.    The Contractor shall provide the capability to independently select programming at each television.    Splitting the signal to other televisions in the building is not acceptable service.    Only the Contractor shall be permitted too add additional receivers.
1.9.    The Contractor shall provide maintenance to the satellite connections at the various locations on Moody AFB.
1.11.    The above work shall be accomplished in accordance with the terms and standards set forth in this agreement.
GOVERNMENT FURNISHED PROPERTY.   
2.1.    The Government will provide adequate real estate to install Contractor?s system.
2.3.    Entry/Escort Service. The Government point of contact will arrange for entry and escort service if needed for Moody AFB when required.
BUSINESS OFFICE AND CUSTOMER SERVICE.
3.1.    The Contractor shall maintain a Service Office adequately staffed to transact all necessary business, during regular business hours
3.2.    The Contractor shall maintain a telephone answering service for receiving complaints and requests for service and repairs during all hours when the Service Office is closed. The telephone number for the answering service shall be publicly listed and printed on each subscriber's monthly bill.
3.3.    The Contractor shall employ competent supervisory, administrative, and direct labor personnel to accomplish the required work.    The Contractor shall not hire off-duty Air Force quality assurance personnel (QAPs) or any other person whose employment would result in a conflict of interest or would otherwise violate the Joint Ethics Regulation, DoD Directive 5500.7-R.
3.4.    The Contractor shall provide a point of contact (POC) that shall be responsible for ensuring that the contract services are provided satisfactorily.    The name of this person, and an alternate or alternates, who shall act for the contractor when the POC is absent, shall be designated in writing to the contracting officer and the Communications Squadron QAPs.
3.4.1.    The POC or Alternate shall have full authority to act for the Contractor on all contractual matters.
3.4.2.    The POC and alternate must be able to read, write, speak and understand English and have authority to act as a binding agent on behalf of the contractor. Any worker dealing with the customer for installation or service must speak and understand English.
3.5.    The Contractor shall submit invoices monthly for all ?official government? connections (Appropriated and Non-Appropriated Funded (NAF) connections).    Invoices will be paid by the Government Purchase Card (GPC).    For billing purposes, the official Government connections must remain separate from the residential connections and services.    Residential connections are defined as residential family housing units not supported by the 23rd Communications Squadron and individual dormitory rooms on Moody AFB.    All residential customer invoices shall be submitted in accordance with the standards customary to the commercial marketplace and sent directly to the residential customer.
3.6.    The Contractor shall conform to all safety and security requirements and regulations applicable to contractor activity on the installation.   
SERVICE AND REPAIRS.
4.1.    The Contractor shall promptly respond to requests for service, including installation, connection, disconnection, and repairs.
4.2.    The Contractor shall respond within 24 hours to any reported subscriber outages and within four hours to all system outages affecting more than one subscriber. The Contractor shall complete priority work orders within five duty days and routine work orders within 10 duty days.    System outages will be restored within 24 hours of initial notification.    If digging is required for repair, all cable will be re-buried upon completion, and all new cable runs will be buried.    The Contractor must attend a base digging meeting to obtain approval before digging begins.
4.3.    The Contractor shall maintain a log showing: (1) the date and time of repair service request; (2) the date and nature of the response to repair service requests; (3) the date, approximate time and duration, type, and probable cause of all service failures due to causes other than routine testing or maintenance; and, (4) total time to restore outage.
4.4.    The Contractor shall provide all outage log data upon request to the Contracting Officer or designated representative.
FUTURE SYSTEM UPGRADES
5.1.    The Contractor shall offer upgrades to their system with current technology comparable to the local community and surrounding area as they become available.
5.2.    Changes to the SOW:    The Government recognizes that over the term of this subsequent contract television technology, the regulation of television, and the programming service available for distribution will undergo continual change.    The technology, equipment and service required by this SOW may become uneconomical or otherwise disadvantageous to the Government.    The Contractor and the Government agree to consider, in good faith, proposals submitted by either party for modification of this SOW to permit the introduction of new equipment and technology or to otherwise improve service at Moody AFB.    Modifications under the subsequent contract will conform to FCC guidelines and standard industry practices.
LENGTH OF SERVICE
6.1.    The Government may add or terminate television services at any building, outlet, or connection without penalty. There shall be no ?term? or minimum length of service required for television services at any location. There shall be no termination fee for terminating service and if the Government has prepaid for any service, the contractor shall reimburse the Government the appropriate pro rata share of that cost.
6.2.    Transition Period: In the event the contract is awarded to another contractor other than the incumbent, the Government will provide for a transition period to prevent the disruption of service.
6.3.    Length of Transition Period: The maximum length of the transition period will be two months, but may be shorter.    The Government may choose to allow the new contractor to begin work before the existing contract expires or it may choose to extend the present contract for the required transition period.    If the Government extends the existing contract for the transition period, it can exercise this option weekly on building-by-building basis, not to exceed six months.
CONSTRUCTION AND INSTALLATION APPROVAL
7.1.    (a) The Contractor shall not undertake any construction or installation of any equipment or facilities on the base without the prior written consent of the Contracting Officer and any other authority as required by the standards and rules applicable to construction on the base prescribed by the Government before or after the effective date of this agreement. As a prerequisite to obtaining such approval, the Contractor shall submit to the Contracting Officer such drawings, plans, and other relevant data as may be requested by the Government, including, but not limited to, one set of the franchise drawings showing cable routings, typical service entrances antenna tower sites, technical center locations and other related construction details.
                  (c) The provisions of subparagraph (a) shall not apply to:
            (1) Routine maintenance and repairs not involving the installation of aboveground or belowground cables, poles or conduit, or;
            (2) Routine subscriber service connections and disconnections.
      (d) Notwithstanding any approval granted in accordance with subparagraph (a), the Government at any time may direct the Contractor to remove, relocate or modify any equipment or facilities, including aboveground and underground cable. The Contractor shall be entitled to compensation for costs incurred in complying with any such direction, unless otherwise directed or permitted in writing by the Contracting Officer.
7.2.    The contractor must minimize the number and size of satellite dishes used and consider local aesthetics in their design.
7.4.    Contractor will ensure all installations are aesthetic in their design to provide coverage of all Moody AFB with the best available technology.   
TECHNICAL STANDARDS
8.1.    (a) The Contractor shall ensure that the system is designed, installed, and operated in a manner that meets or exceeds the technical standards required or recommended by the FCC as set forth in 47 CFR Part 76.    These standards are mandatory and shall apply to all classes of television channels.    The Contractor shall at all times maintain and operate the system in strict compliance with the standards set forth in 47 CFR Part 76 for:
(2) The frequency tolerance of satellite visual carriers;
(3) The frequency tolerance of satellite aural carriers;
(4) The minimum visual carrier levels at subscriber terminals;
(5) The allowable tolerance for visual carrier level variations within 24 hours;
(6) The maximum and minimum aural carrier specifications, with respect to visual carrier levels;
(7) The maximum allowable level of visual low frequency distortion;
(8) The frequency response of each channel;
(9) The allowable visual signal-to-system noise level and to any undesired co-channel signals;
(10) The allowable level of intermodulation distortion;
(11) The minimum amount of isolation between subscriber terminals;
(12) Signal leakage;
(13) Operation near aeronautical and marine emergency radio frequencies;
(14) Receiver-generated interference.
          (b) The Contractor recognizes that signal leakage or other interference, including emission, radiation, or induction, from the satellite system that affects the Government's air navigational, communications, or surveillance facilities, or other electronic device or equipment located on the Installation may disrupt or endanger military activities and may pose a threat to the safety of both the public and military personnel.    The Contractor shall take all necessary actions, including testing, maintenance, and coordination with Government personnel to prevent any such leakage or interference. Upon receiving notice of such leakage or interference from whatever source, including the Contractor's own testing and monitoring activities, the Contractor shall immediately take corrective action at its own expense to eliminate the leakage or interference. Compliance with the technical standards set forth or incorporated in this contract shall not relieve the Contractor of its obligations arising under this subparagraph.
PRIVACY
9.1.    The Contractor shall operate the system in a manner that protects against invasions of any subscriber's privacy and in conformance with the subscriber privacy requirements of federal law.
9.2.    The Contractor may obtain and use information which identifies any subscriber on an individual basis only to the extent necessary for installation of service, rendering service requested by a subscriber, maintenance, billing, and accounting purposes, or as otherwise required by law or this agreement, or as expressly authorized in writing by a subscriber.
DOCUMENTS INCORPORATED BY REFERENCE.   
10.1.    The Contractor shall comply with the standards and requirements set forth in the regulations and manuals listed below.    A copy of DoD and Air Force publications will be made available for the Contractor's review upon request to the Contracting Officer.
          (a) The FCC SATV rules and regulations, including those set forth in 47 CFR Part 76.
          (b) AFI 91-301, Air Force Occupational and Environmental Safety, Fire Prevention, and Health (AFOSH) Program.
          (c) AFI 91-302, Air Force Occupational and Environmental Safety, Fire Protection, and Health (AFOSH) Standards.
          (d) AFI 32-2001, The Fire Protection Operations and Fire Prevention Program.
          (e) National Electrical Code 1984, NFPA Number 70, 84.
          (f) National Electrical Safety Code, ANS 1-2.
        (g) AFI 32-1023, Design and Construction Standards and Execution of Facility Construction Projects.
          (h) FAA Standards for Markers and Lighting Obstruction to Air Navigation.
          (i) AFI 32-1044, Visual Air Navigation Systems.
          (j) The Joint Ethics Regulation, DoD Directive 5500.7-R.
TESTING AND MEASUREMENT.   
11.1.    The Contractor shall conduct, at its own expense and with its own equipment, all tests and measurements recommended or required by the FCC as set forth in 47 CFR Part 76 as that part exists on the effective date of this agreement.
11.2.    At the direction of the Government, the Contractor shall conduct tests and measurements to demonstrate the system meets or exceeds the technical standards set forth in paragraphs 8.1 (a) and 8.1 (b).    The Government may direct such tests and measurements twice each calendar year and whenever the Government has reasonable cause to believe the system does not meet technical standards set forth in paragraphs 8.1 (a) and 8.1 (b).    Such tests and measurements shall be conducted by the Contractor at its own expense and with its own equipment and may include, but will not be limited to, visual signal levels, visual signal noise measurement, and visual modulation for any and or all activated channels. Immediately upon completion of any such test or measurement, the Contractor shall provide the results of such test or measurement, including raw data, summaries, and conclusions, to the Government.
11.3.    The Government, or its designated representative (including a satellite TV expert or consultant), may inspect and conduct tests and measurements of the Contractor's equipment and facilities.    Except in the case of an emergency, the Government shall conduct such inspections, tests, and measurements in a manner that will minimize any disruption of the Contractor's operations.
PERFORMANCE EVALUATION.   
12.1.    If requested, the Contractor's satellite system manger shall be available for periodic meetings with the Contracting Officer and supporting personnel to review the Contractor's performance.
12.2.    Quality Control:    The Contractor shall establish and maintain a quality control program to ensure the requirements of the SOW are provided as specified and are in accordance with commonly accepted commercial practices and all federal, state and local rules and procedures.    As a minimum, the Contractor shall develop quality control procedures addressing methods to be used for identifying and preventing defects in the quality of services performed before the level if the performance becomes unacceptable. The contractor shall submit a Quality Control Plan to the Contracting Officer within 15 days of contract award.
