This Request for Information (RFI) is in support of an anticipated acquisition for The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division in Clarksburg, West Virginia.    This anticipated effort will provide information technology (IT) services essential for the technology refreshment, sustainment, and enhancement of the CJIS System of Services (SoS).    The purpose of this RFI is for market research to identify companies interested in providing the IT services associated with this description of services as well as input regarding acquisition strategy, contract types, etc.    Additional information is located in the DRAFT Statement of Work (SOW) and two DRAFT Performance Work Statements (PWS) attached.
History:
The on-going efforts of the CJIS Division have been heavily focused on the development and implementation of major information and identification systems that make up the SoS including the Integrated Automated Fingerprint Identification System (IAFIS), National Crime Information Center (NCIC) System, National Instant Criminal Background Check System (NICS), and their supporting communication and networking systems.    Working in partnership with the Advisory Policy Board (APB), the vendor community, and the nation's criminal justice community, these state-of-the-art identification and information systems have been successfully developed and deployed.   
The FBI has made a significant investment in enhancing the quality, scope, and availability of national criminal information.    The use of the CJIS systems and networks by law enforcement officials fulfills a critical role in the investigative process.    As technology evolves, user needs and requests increase, and the existing information technology equipment becomes dated, the CJIS Division has enhanced and updated its systems to remain a viable partner to, and an integral part of, the nation's law enforcement community.   
During Fiscal Year (FY) 1999, CJIS accepted delivery of the NCIC 2000 System, the IAFIS, and the NICS.    Because of the interdependencies of these systems, the CJIS Division used a System of Systems concept to integrate these separate systems.    The Division's goal behind these systems was to provide robust, rapid information systems capable of meeting the many needs of the local, state, federal, and international law enforcement communities.
The CJIS Division initially began technology refreshment at the beginning of partial operations of the Automated Fingerprint Identification System (AFIS) Segment in FY 1998.    This program was initially aimed at enhancing the technological advances made in the fingerprint characterization and matching sciences.    This effort continued to evolve and began addressing issues associated with estimated workload growth, equipment maintainability, and customer demand for services.    This program provided a basis for system refreshment planning and documented specific recommendations to improve system performance and reliability.    This led to the current contract known as the CJIS Division?s Technology Refreshment Program (TRP).    The TRP contracted effort provided a flexible approach to allow the continual re-engineering of the CJIS Systems in order to keep them technologically current.    The current Technology Refreshment Program (TRP) contract commenced in 2002 and will be ending in December 2008.      Based upon historical data, the average length of a CJIS SoS Technical Refreshment effort varies from 12-18 months with a cost estimate ranging from $400K to almost $10M.    The CJIS SoS Technical Analysis effort may also be used to conduct feasibility studies to determine requirements for current and future CJIS SoS technical refreshment efforts.    The average length of a CJIS SoS Technical Analysis effort varies from 3-12 months with costs ranging from $200K-$3M.    It is anticipated that this contract with consists of 3-4 efforts per year.
Statement of Need:
The need for the continuation of TRP-type activities by the SoS Refreshment Program (SOSRP) is evident.    First, additional requirements have been placed on CJIS systems due to changes in federal information technology laws, congressional mandates, homeland security issues, and policies that require CJIS customers to change their technology base.    Second, the information technology industry has made significant changes in both equipment and the operational paradigms that, in turn, drive technological evolution.    Finally, the expected obsolescence of the CJIS equipment necessitates specific replacements in order to maintain system availability.   
Scope:
This anticipated procurement action is to provide continuing TRP-type services to support the long-term needs of CJIS Division to refresh, enhance, and sustain the CJIS SoS.    The intended use of this contract is to perform small to medium sized technical refreshment efforts; preliminary and advanced technical analysis efforts to support developmental decisions; small to moderate developmental efforts for new or updated SoS capabilities; and legacy system sustainment, upgrade, and refreshment activities to keep the SoS current within its commercial hardware and software environments. The anticipated taskings will typically involve the development, deployment, integration, testing, and cutting into operational service significant capability and capacity improvements to the SoS and it's components.    These efforts will be comprised of technical services, selected equipment procurement, software development, and related management to support these activities.   
Constraints:
The SOSRP will be executed in an environment constrained by funding availability.    As such, the SOSRP is planned as a series of individual tasks designed to either align with or to be spread across more than one fiscal year, depending on funding availability and task duration.
The SOSRP is subject to space limitations within the CJIS Facility.    While the FBI expects to house some SOSRP personnel during the performance of this effort, the FBI desires that SOSRP space requirements within FBI facilities be kept to a minimum.    The majority of the SOSRP Contractor organization shall be located within Contractor facilities.
The SOSRP is subject to the FBI Life Cycle Management Directive.    Each effort under this contract will be influenced and guided by the principles stated the FBI IT Life Cycle Management Directive (LCMD).
The SOSRP is subject to FBI compliance audits, configuration management, quality assurance, and security accreditation for activities under this contract.    The FBI will ensure policy compliance to DOJ and FBI guidelines.    The FBI will monitor the configuration management process, hardware, software, testing, security documentation, and CJIS system infrastructure.    The FBI will oversee the implementation of quality assurance through the CJIS Quality Assurance Plan.   
During the contract period of performance, the Contractor shall abide by the requirements set forth in the Contract Security Classification Specification (DD Form 254)(to be provided when needed) and the National Industrial Security Program Operating Manual (NISPOM), DoD 5200.22-M, for the protection of classified information at its cleared facility, if applicable, as directed by the Defense Security Service.    If the Contractor has access to classified information at an FBI or other government facility, it shall abide by the requirements set by the agency.
The SOSRP Contractor shall utilize the same tool set or its equivalent that the FBI CJIS Division utilizes.    CJIS utilizes the IBM Rational suite of tools to perform system requirements management (RequisitePro), change management (ClearQuest), and software baseline versioning (ClearCase).    The Government maintains System Specification information within the Rational suite of tools.
Incumbent Information:
The currently on-going TRP support contract was awarded to Lockheed Martin Corporation in August 2002.   
Instructions:
After review of the above information and the DRAFT SOW including the DRAFT PWS's, interested parties should submit the following in electronic format.    Electronic files should be in MicroSoft Office (Word, Excel, PowerPoint) or PDF format.    All information should be UNCLASSIFIED material only.    Information should not exceed 20 one-sided 8.5 x 11 pages, with one inch margins, and font no smaller than 12 point.    An e-mail verification will be sent upon receipt.
A.      A synopsis of the company's capability related to this RFI. Respondents must include the following information with their statement of capability:
1)      Company name, address, telephone number, a point of contact with e-mail address, Federal Cage Code, Data Universal Numbering System (DUNS), Central Contractor Registration (CCR) number, business size, and security clearance level.         
B.      Information on the proposed acquisition strategy methods to include contract types, contract vehicles, CLIN structure, multiple awards, periods of performance, etc.
C.      Information on government/commercial experience with respect to IT operations, sustainment, program management, integration and test services, infrastructure, solution development, and software development.
D.      Any comments on the DRAFT SOW and DRAFT PWS's.    Note: This is a RFI only.    No questions about the DRAFT SOW, DRAFT PWS's or other RFI materials are solicited.    As such, responses to any received questions will not be provided.    All questions submitted will be treated as comments.
D.      Should the Government decide to conduct one-on-one due diligence / market research sessions, please express your interest in participation.
