Synopsis:

The 38 EIG/PKK intends to issue a solicitation on a requirement for nonpersonal services for local telephone exchange services for 92 CS/SCM at Fairchild AFB, WA. The solicitation will be issued on or about 28 Mar 08. The proposed contract will be for five years. The local exchange service provider certified by the Washington Public Service Commission shall provide local commercial communications service for 92 CS/SCM at Fairchild AFB, WA.Local communications service shall include, as a minimum but not limited to, DIDs, Commercial Subscriber Lines, Digital ISDN PRI, Transport Channels, Hot Lines, Number Portability, Public Listings, Operator and Directory Assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under NAICS 517110 with size standard of 1500 employees. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
