Description
This is a Sources Sought Synopsis for the Social Security Administration (SSA), Office for Telecommunications and Systems Operations (OTSO).    This synopsis is not to be construed as a commitment by the government to issue a solicitation or award a contract as a result of this request.    This Sources Sought Synopsis is issued for planning purposes only, in accordance with Federal Acquisition Regulation (FAR) Part 10.   
The Social Security Administration (SSA) is currently performing market research to identify capable sources that can provide a Commercial-Off-The-Shelf (COTS) secure Instant Messaging (IM) system and maintenance support to meet SSA?s network security needs.
   
The system should be capable of both public and private enterprise IM that will easily integrate into the current infrastructure. In addition it should allow for an Internet chat capability between the public and SSA through its current Internet site http://www.ssa.gov.    The solution must be able to operate within an IBM, Tivoli Access Manager/Federated Identity Manager security architecture, and CA, Top Secret and E-Trust Antivirus security architecture.    The product may be either software or hardware (appliance-based) solution or a combination of both.
The Social Security Administration (SSA) network is world-wide in scope and includes in excess of 100 thousand nodes. It is comprised of multiple platforms.    It is a Router/Switch, Ethernet architecture. The client/server operating system is Windows XP Professional/Windows 2003 Server.   
A. Mandatory Specifications ? The solution must provide:
1. Integration and interoperability with existing Cisco Ethernet Router/Switch infrastructure.
2. Integration and interoperability with existing Windows XP Professional Client/Windows 2003 Server Active Directory operating system environment.
3. Integration and interoperability with existing office suite, Microsoft Office 2003, Exchange/Outlook 2003 sp2, and secure Internet Explorer v. 6.0.29 for XP sp2.
4. Integration and interoperability with an IBM, Tivoli Access Manager/Federated Identity Manager security architecture, and CA, Top Secret and E-Trust Antivirus security architecture.
5. Archival of all IM and chat logs in a field delimited format for ease of data extraction and utilization by multiple applications (i.e. CSV).
6. Ability to integrate IM software into existing SSA Application Infrastructure (i.e. application API initiates IM).
7. Secure SSA enterprise-wide IM.
8. Secure public IM via one internal SSA client to many outside.
9. Secure limited Internet Chat between public and SSA.
10. Vehicle for implementing client settings or policies and be easily monitored for real time confirmation of compliance.
11. If hardware is part of the solution, it will be security hardened.
12. Installation and training of administrators at SSA Headquarters.
13. 24/7 technical support to a live person via telephone.
14. A complete and state-of-the-art set of real time Group collaboration tools including shared white board and presentations (i.e. PowerPoint).
15. Method of detecting, preventing and removing all known Malware. The Malware component must be have an updating process that can be done via scheduling or on an ad hoc basis.
16. Auto-update or minimal technical involvement in updating. The updatable features of the Malware detection/prevention/removal must include the ability to update the Malware detection signatures and the methods of detection, blocking/removal, and administrator alerting.
17. Compliance with Section 508 for the disabled.    Section 508 software standards can be found at www.section508.gov.    Interested vendors must provide verifiable proof in sufficient detail to demonstrate their ability to meet the Agency?s requirement, see URL site http://www.ssa.gov/oag/acq/oagacq_508.htm.)   
18. Compliance with FISMA, HIPPA, and Sarbanes/Oxley.
19. Meet all NIST FIPS for related functions.
B. Requested Specifications - The solution should provide:
1. Monitoring of user accounts.
2. Archival of all IM and chat logs in a field delimited format for ease of data extraction and utilization by multiple applications (i.e. CSV).
3. Ease of installation.
4. Ease of Administration.
5. Customizable reporting capability.
6. Ability to show and set online, free, and busy of contacts.
7. For few if any new or modified firewall rule sets.
8. Hardware used in the IM solution will allow for administrative remote access, for SSA personnel only.
9. Customizable content filtering.
10. Integration with VOIP.
11. Built-in spell Check/Auto Correct.
12. On an as needed basis, on-site service/support within 24 hours.
13. Annual support and upgrade at a cost not to exceed 25 percent of original purchase price.
14. Must meet NIST/NSA Common Criteria for related functions and be submitted for certification within one year of purchase.
Any party capable of providing a technically compliant software product and maintenance support is invited to respond.    Interested Parties who believe they possess the expertise and experience shall submit technical capabilities in writing by 12:00 p.m., EST, February 11, 2008.    Detailed responses to each of the above requirements (with substantiating documentation) are required.    All responses shall include detailed accounts of how each of the requirements are met.    Simple marketing information or incomplete responses will not be considered.    Reference to vendor web sites is not considered a valid response.   
The Government also requests Interested Parties to submit a brief description of their business size (i.e. small business, 8(a), HUB Zone, woman owned, etc.), anticipated teaming agreements, whether software and maintenance are available on GSA Federal Supply Schedules or any other Government-wide Agency Contracts (GWACs), and a description of similar software and services offered to the Government and Commercial customers.    Vendors may submit cost and/or pricing data, inclusive of annual maintenance, with your response.    Respondents should refer to Synopsis Number SSA-RFI-08-1003.    Submittal of information ELECTRONICALLY is the preferred and faxed information will not be accepted. The size limitation for email attachments is 5 megabytes.    MS Word 2002 is the standard word processing software.   
NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME and the Government does not intend to award a contract solely on the basis of this notice, or pay for the information submitted.    This information will be used in SSA?s assessment of capable sources. SSA will not provide acknowledgement of responses received nor will respondents be notified of any evaluated results from the data received.    All proprietary information shall be marked as such.    Any questions should be submitted via E-MAIL ONLY by 10:00 a.m., EST, February 8, 2008 (no phone calls please), to the Contract Specialist listed as the point of contact for the RFI posting.    If mailed, responses must be addressed to the following office:
