Description
The Department of Commerce/National Oceanic and Atmospheric Administration (NOAA) on behalf of the National Environmental Satellite Data Information Service (NESDIS) intends to issue a solicitation (Request for Proposal/RFP) to provide Information Technology Support services for the NESDIS Headquarters Information System, Integrated Program Office and the Common IT Services (CITS) including the National Satellite Operations Facility Admin LAN.   
This procurement is a 100% 8(a) competitive set-aside under the Small Business Administration guidelines and FAR Part 5.205(f).      This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and Part 19.8 - Contracting with the Small Business Administration (The 8(a) Program).       
The NESDIS Headquarters Information Technology System (HQ ITS) provides mission critical support and resources for IT management functions and    overall office automation support for the programs, offices, staff    of the Information Technology Management Office (ITMO) (including the NESDIS CIO), International and Interagency Affairs Office (IA), Office of Radio Frequency Management (ORFM), NOAA Directory, NOAA/NESDIS Visualization Laboratory (NNVL), branches of the Office of System Development (OSD) and Office of Research and Applications (ORA). The NESDIS HQ ITS provides access to automated programs and systems in support of administrative programs, such as budget and financial management, personnel management, procurement, building operation and management, interagency programs, IT planning, and IT security. The system also supports access to the internet and supports web applications providing NOAA information and data to the public. The NESDIS Headquarters System utilizes an IP based Novell network infrastructure with Microsoft Windows Operating Systems.
The NESDIS System LAN is an administrative LAN that supports the NESDIS National Polar-orbiting Operational Environmental Satellite System (NPOESS), located within the Integrated Program Office.    The IPO LAN supports 180 users that are comprised of employees from NOAA, NASA, U.S. Air Force, and contractors.    The IPO Information Technology Team provides systems administration, information security, network security, network/database administration, network engineering, IT help-desk services, information assurance, web development, records and document management, inventory management services, and remotely monitor a developmental project located at the NSOF.
The IPO LAN supports the IPO Executive Management personnel and staff.    The IPO Information Technology Team provides Systems Administration, Information Security, Network Security, Network/Database Administration, Network Engineering, IT Help Desk Services, Information Assurance, Inventory and Management Services, and Enterprise Solutions for the IPO LAN and the remotely monitored developmental project located at the NSOF.     
Common IT Services (CITS) provides NSOF Admin LAN support and NSOF IT Infrastructure support. The NSOF Admin LAN is used by all line offices within the NOAA Satellite Operations Facility (NSOF).      CITS supports NSOF IT infrastructure including PBX and desktop telephony support, audio-visual (AV), security management for equipment connected to the Administrative network, and cable management and maintenance for all cable that connects operational areas to each other or to external sites.    A Call Center within the CITS Helpdesk is used to centralize trouble tickets and IT request for services provided by the Common IT Services.   
The NSOF Admin LAN is a Cisco switched network.    All NSOF Admin LAN cabling is CAT-6 and supports 1000 Mbps data transfer.    Each core switch of the NSOF Admin LAN connects to a firewall. NSOF Admin LAN is primarily a Microsoft Windows network.    Currently it is running on a single Microsoft Windows 2003 Active Directory Domain structure called the NSOF Domain. The NSOF Admin LAN consists of three Windows Server 2003 Domain Controllers, several File servers, Web/FTP servers/Intranet servers, Routing and Remote Access server, and a few Applications. The NSOF Admin LAN file servers currently can support up to 2TB of storage space.    There are approximately 600 desktops and laptops in the NSOF Admin LAN.    There are 157 laptops running Microsoft Windows XP Pro, 400 workstations running Microsoft Windows XP Pro and 43 desktops running Microsoft Windows 2000.    All laptops are encrypted using SafeBoot. There are 40 network printers connected to NSOF Admin LAN.   
The contractor selected for contract award shall furnish all management, supervision, and labor, to support the requirement.    NOAA anticipates awarding a Cost Reimbursement contract for this effort.    The period of performance will be for one year (12 months in duration) with one additional 6-month option period, if exercised, with an expected start date of May 12, 2008.    To be eligible for award the contractor must be registered in Central Contractor Registration (CCR) at ww.ccr.gov at the time of award.          The solicitation is anticipated to be released on or about January 10, 2008 and proposals will be due approximately thirty (30) days thereafter.    Offers from other than SBA Certified 8 (a) small disadvantaged business concerns will not be considered.    The solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program.
