Description
The Department of State intends to negotiate a sole source contract with Harris Technical Services Corporation located at 7799 Leesburg Pike, Suite 700, Falls Church, VA 22043 for installation, support and training on various consular applications and hardware for both overseas and domestic users.     The authority for this action is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.     This action is being taken to provide for continuity of services upon the expiration of the current contract S-AQMPD-06-D-1184 which expires February 29, 2008 and will allow for the negotiation and award of the follow-on contract.     Use of another contractor during this period would result in the disruption of services and would necessitate costly start-up and transition costs to be repeated on award of the follow-on contract.     The contractor must support 3,100 domestic users, including Bureau of Consular Affairs (CA) users in Washington, D.C. and system users in the Washington Passport Agency, Special Issuance Agency, National Passport Center, National Passport Information Center, and 16 passport agencies across the country and approximately 7,000 overseas users in over 220 overseas posts.     The contractor must have knowledge of CA proprietary systems as well as an understanding of the unique work environments of overseas posts and domestic CA users.     The contractor shall possess a Top Secret facility security clearance.     The estimated cost of this award is $34 million with a base period of performance of six months with three one-month option periods.     This synopsis is not a request for competitive proposals.     This is for informational purposes only; please contact the primary point of contact on this announcement via e-mail to submit any inquiries.     A determination by the Government not to compete this proposed contract extension based on responses to this notice is solely within the discretion of the Government.     No phone calls will be accepted and voice mail messages will neither be acknowledged nor returned.
