Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PREQUALIFY VENDORS.     THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME.     THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) The United States Senate Office of the Sergeant at Arms (SAA) is seeking sources for a Commercial Off The Shelf (COTS) Document Management System (DMS) software to convert existing Lotus Notes databases and database functions.     The Contractor shall also provide application installation, software customization, licenses, maintenance, training, configuration support and documentation.     The SAA invites all qualified sources to respond to this sources sought notice.    

ALL REQUIREMENTS ARE MANDATORY.     NOTE NO REMOTE ACCESS OR INTERNET CONNECTION ARE PERMITTED:

1.       The Contractor must be the proprietary developer and implementer of the COTS DMS software.     No implementers or resellers of second or third party software will be considered for this sources sought.

The COTS DMS software, herein after referred to as the Software:
2.       Must be the current release.     No beta or other prerelease versions will be considered.
3.       Be a non-hosted product.     Note: The Software will be hosted in-house by the U.S. Senate.        
4.       Integrate with Fujitsu fi-5750c or other high capacity duplex color scanners and capture software to release images into the document management system.
5.       Integrate with Microsoft SQL Server 2005 centralized database.
6.       Provide operator history logs, generate operator reports and monitor performance levels.
7.       Support ?rule-based? routing of electronic documents to the management system.
8.       Support viewing options, scaling, rotating, zoom in/ out magnify and scale to gray.    
9.       Support Open Document Management API (ODMA) for importing/exporting word processing documents into the document management system.
10.       Support capturing electronic documents, images, video, audio and COLD/ERM, while still maintaining them in their own native file format.
11.       Provide fifty (50) concurrent user licenses.
12.       Provide four (4) Administrator licenses.
13.       Provide rapid Optical Character Recognition (OCR) functioning, when processing documents.     OCR documents must be immediately accessible to be read and searched.     The search terms shall be highlighted in search results.
14.       Provide users the ability to intuitively conduct searches with Google-like ease and response time.    
15.       Allow users to create a profile with keywords of their subject interest that when matched with new database entries, alert the user of the new entry via email at intervals that can be defined by the database administrator.
16.       Provide comprehensive administrative utilities that translate and integrate the existing Lotus Notes Document Tracking System (DTS) administrative accesses, and enables administrators to have varied access to all records within the database.
17.       Provide comprehensive Graphical User Interface (GUI) for all administrative and user utilities.
18.       Support single sign-on in a homogeneous IT infrastructure.
19.       Support black, white and color imagery scanning formats.
20.       Support duplex scanning.
21.       Support imagery formats, (i.e., .liff, .tif, .tiff, .jpeg, .bmp, .pdf, .doc, .xls, .docx, .wpd, etc.).
22.       Support document formats (i.e., .doc, .docx, .xls, .wpd, etc.).

INSTRUCTIONS
To respond you must provide the following:

1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number;

2) Relevant demonstrated system implementation experience with the COTS DMS Software to meet requirements 1 through 22.     Provide a paragraph addressing the proposed product?s ability to meet each requirement. The numbering of the paragraphs shall be identifiable to the requirements 1 through 22 listed above.     NOTE: Responses which do not address requirement items 1 through 22 will be considered non-compliant.

3) Past performance experience/information for a minimum of three contracts of similar scale, less than two (2) years old that must include the contract number, customer name,     address, email and a brief synopsis of work performed relevant to requirements 1 through 22 listed above; and

4) A current COTS DMS Software product price list.    

Vendors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation.     Only vendors deemed qualified will be permitted to submit proposals.     If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the first quarter of Fiscal Year 2008.     Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request.                      

INSTRUCTIONS: Responses to this Market Survey-Sources Sought request are due to the POC no later than January 4, 2008, at Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at mailto:Acquisitions@saa.senate.gov.       The subject line of the email message shall be:           SSN 2008-S-009 COTS DMS.     No other method of transmittal will be accepted.     The response shall not exceed fifteen (15) pages.     Unnecessarily elaborate submissions are discouraged.     Pages over the page limitation may be discarded.     Access by the SAA to information in any files attached to the response is the responsibility of the submitting party.     Neither the SAA nor the Senate is responsible for any failure to access vendor information.          

THIS IS NOT A REQUEST FOR PROPOSAL.     THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE.     ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
