This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Naval Inventory Control Point (NAVICP), Mechanicsburg, PA has a requirement to acquire Citrix Subscription Advantage renewal maintenance support. The requirement and ship to locations are identified in Attachment A to this notice. Delivery is required FOB Destination. Offerors shall complete columns D and E of Attachment A and return with their quote as instructed below. Identify if pricing is provided as open market and/or under Citrix DoD Enterprise Software Initiative (ESI) blanket purchase agreement (BPA).
Solicitation N00104-08-Q-Q673 is issued as a Request for Quotation (RFQ). This is a competitive brand name acquisition that is 100% set-aside for small businesses. The North American Industry Classification Systems (NAICS) code for this requirement is 443120 with a size standard of $8M. A firm fixed price purchase order will be issued. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation provides the most advantageous price to the Government.
This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circulars 2005-25 effective 22 May 2008. A completed copy of FAR 52.212-3, Alt 1 Offeror Representations and Certifications - Commercial Items and 252.212-7000, Offeror Representations and Certifications Commercial Items shall be provided with the quotation.

Brand Name justification: The Naval Inventory Control Point (NAVICP) and Navy Supply Information Systems Activity (NAVSISA) in Mechanicsburg, PA, and TRIDENT Refit Facility (TRF) in Kings Bay, GA are currently using Citrix software. Citrix is the publisher of this proprietary software and is the only vendor capable of maintaining it. Software maintenance is the right to software upgrades. Citrix is the only firm that has the source code and therefore the only firm to offer software maintenance. Citrix is the OEM, developer and owner of the object code for the required Subscription Advantage software maintenance and can only be acquired directly from Citrix or through one of their authorized resellers. Navy activities are required to purchase only approved software in DADMS, this software is DADMS approved.
