The Naval Aviation Systems Command (NAVAIR) has a requirement to modernize Air Combat On Line (ACOL) application for the Air Combat Training System (ACTS), with subsequent support for ACTS. ACOL is a Learning Management System (LMS) application approved for servers attached to DoDs Secure Internet Protocol Routing Network (SIPRNET), and ACTS is the system infrastructure that ensures access to ACOL for Navy Air Crews at home, at sea, and deployed. NAVAIR has asked the Naval Inventory Control Point (NAVICP) to put ACOL Modernization and ACTS support under contract.
The primary objective of the base ACOL Modernization effort is to provide ACOL with Sharable Content Object Reference Model (SCORM) 2004 conformance while retaining all existing training progress data, as well as the ability for trainees to continue to use existing SCORM 1.2 courses. The effort envisions several enhancements to capture some of the LMS industry best practices, but such enhancements are only desirable within the limits of affordability. The successful offeror will be afforded the opportunity to support ACTS through four successive Option Years. NAVICP will utilize an on line communication/collaboration tool called the eProcurement system to post the Request for Proposal, attachments and other pertinent information. All communications between the Contracting Officer and the vendor, as well as uploading of technical and price proposals will occur through the tool. The Contracting Officer will initiate vendor registration in the eProcurment system to allow access and participation.
