The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires renovation of Suite G7, Building 3, the Corporate Research and Development Server Facility (CRDSF). The requirement consists of providing all equipment, labor, and materials to strip Building 3, suite G7 of existing partitions; floor and ceiling; and mechanical, electrical, and HVAC systems; then to renovate, replace, and rebuild with new systems.
The completion time for this project is estimated to be 10 months from date of notice to proceed. The magnitude of construction is between $1,000,000 and $5,000,000.
The applicable NAICS code is 236220 with an associated size standard of $31,000,000 average annual revenue. The procurement will be set-aside for HUBZone Small Business concerns IAW the procedures of FAR 19.13.
The RFP will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-08-R-0028 on or about 12 Jun 08. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted.
The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information.
Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). Due to the funding timeline, award may be made as early as 01 Sep 08 but may not be made until late Oct 08. The award decision will be based on Price / Past Performance Trade-Off as identified in FAR Part 15. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of substantial confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment.
