SITE VISIT NOTE
The site visit date is changed as follows:
FROM: Friday, June 6,2008 at 10:00 AM Eastern Time
TO: Thursday, June 5, 2008 at 10:00 AM Eastern Time.
Interested parties must register in accordance with the requirements of the solicitation.
The National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR), has a requirement for concrete work and a mezzanine in Building 235 at the NIST Gaithersburg campus.
The Contractor shall provide all labor, material and equipment necessary to perform concrete work required, and design, deliver, and install a mezzanine at the NIST/NCNR, 100 Bureau Drive, Room B-148, Gaithersburg, MD.
Delivery terms shall be FOB DESTINATION.
This requirement is being procured using simplified acquisition procedures under the authority of FAR Part 13. This requirement is 100% set-aside for SMALL BUSINESS. The NAICS code for this requirement is 332312 with a small business size standard of 500 employees.
In accordance with the non-manufacturer rule, the manufacturer and distributor of the equipment must be a small business in accordance with the NAICS code identified.
For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semifinished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item.
The competitive Request for Quotation (RFQ), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-08-RQ-0332.
The RFQ is anticipated for release to the vendor community on or about May 29, 2008 and will only be available via the Internet at the above web site.
Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained. Potential offerors are requested to direct all questions via e-mail to Carol.Wood@NIST.Gov.
SITE VISIT NOTE
A SITE VISIT shall take place on Friday, June 6, 2008, at 10:00 AM Eastern Time. The site visit shall begin promptly at 10:00 AM. Attendees must be on-site by 10:00 AM.
Attendees shall convene in the lobby of NIST, Building 235, 100 Bureau Drive, Gaithersburg, Maryland.
The site visit shall allow offerors to view the space where the mezzanine will be installed. Potential offerors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
PRE-REGISTRATION IS REQUIRED. QUOTERS WHO DO NOT PRE-REGISTER SHALL NOT BE ADMITTED ON-SITE FOR THE SITE VISIT. Reference the solicitation for all site visit requirements.
