Opportunity Summary
Department of Public Safety Standards and Training (DPSST) serves the public safety
community (police, corrections, fire, parole and probation, emergency medical dispatch
(EMD), telecommunications, polygraph, private security and private investigators) both as
a regulatory agency
(Standards and Certification) and training facility (Training Division). On the regulatory
side we track officers' employment, training and education history. This information is
used to approve and track certification status and levels. On the training side, we run an
academy that houses and conducts the basic and advanced training classes for police,
corrections, parole and probation, EMD, telecommunications, fire, supervisory and middle
management.

The agency is looking for a software package that has the below web based modules.
The Agency requires appropriate training on the operations and input of the software
package. The vendor will supply information on the training hours allocated in the bid.
The contractor will be responsible for the installation and configuration of the software
package and coordinate with our IS Operations.

Computerized Maintenance Management System Requirements

Existing Hardware
The system must be able to run in the environment specified below:
- Microsoft Server 2003 or later
- Minimum 280 processor
- 2.41 GHz
- 2.00 GB RAM

Work Requests and Work Orders: The Agency desires a system that allows anyone within the
secured DPSST network to access a web based application to submit various types of
requests to the Facilities Department. Facilities would receive notification of a pending
request and be able to log into a system that would allow them to review, approve as a
work order, determine priority, and assign to the appropriate staff member or work group.
When a work order is assigned, the person receiving the work would also receive an e-mail
and have the ability to log in and update status and provide comments on the work order.
The original requester would also receive auto generated e-mails indicating the receipt of
request, acceptance or denial and status changes for accepted work orders. The Agency also
desires the ability to record and track special projects and preventive maintenance tasks
for equipment within the facility. Multiple Work orders would be generated from these
projects and maintenance tasks. Integration of Work Orders, maintenance and projects will
provide managers with information to ensure distribution of work between staff members or
over time.

Preventive Maintenance Tracking: The Agency desires the ability to assign
preventative maintenance (PM) tasks on all equipment, buildings, open spaces and
vehicles. Tasks would be assigned via the work order system described above. A single
piece of equipment can have multiple PM's. PM's will have a detailed list of tasks to be
completed, supplies needed, and warning indicators when supplies are low or projected to
be low at the time of service. PM's will be converted automatically into work orders with
links back to the originating PM for tracking the maintenance history. Warning indicators
will appear when a PM is nearing or past the scheduled completion date.

Equipment Management: The Agency desires the ability to track purchase
information, warranties, location and user manuals for all equipment owned. This
equipment would tie directly to the Preventive Maintenance and Work Order Modules and will
contain history and cost of all repairs and maintenance conducted over the life of the
item. The cost of the repairs and age of the item will assist in determining replacement
options. Users would be able to display or retrieve a building and see a list of all
equipment associated with that building and drill down into the rooms and open spaces to
view equipment specific to that area. Equally users would have the ability to search on a
specific piece of equipment or type and have the system return all locations.

Project Management: The agency desires the ability to track the progress and
record the cost of various projects performed by the Facilities Division. Projects would
be tied directly to work orders to assist managers with planning and staff scheduling.

Inventory Control: The agency desires the ability to monitor expendable
inventory counts, reorder thresholds, and warning indicators for upcoming PMs or work
orders that require supplies. Since the agency has minimal staff and inventory located in
various locations, the system should allow for simple ways to update quantities from a
single location.
