| Shawnee Health Service and Development Corporation designed and developed the computer software application used as a Community Care Program client tracking and caseload management tool in 1985. The software was continually enhanced and upgraded and, in 1997, the Department purchased a software license and distribution rights. Since 1997, Shawnee has installed SAIS and trained personnel at the Case Coordination Units statewide. Shawnee Health Service and Development Corporation has 12 years of development completed prior to the Department on Aging issuing an agreement AND has 23 years of experience with the Community Care Program and Older American's Act Program AND provides software development, technical support and training and that has exclusively supported the software. Assistance in resolving AT reject issues and Provider billing reject issues is also provided. |

| Sole Source Only Justification: | These services support the information needs of the Case Coordination Units (CCUs) Case Managers for the Comprehensive Care Coordination program. An information system is made available that provides an interface to enter assessment information, transmit information to the Department on Aging, print client reports and help Case Managers manage client caseloads.
It is not economically or programmatically feasible to bid this contract. The eCCPIS and CMIS are the Department's primary mechanism for managing client service providers and CCU service contracts, client files, and payment processes for service delivered to approximately 50,000 clients each month. A new contractor would have to master the complexities of the CCP and eCCPIS and at the same time provide technical support, training, and data interface support to CCUs. Any delay in supporting the CCU community would result in the Department's inability to receive client data, pay CCU and Service Providers and maintain an audit trail of its contract and reimbursements for delivered client services.
*Personnel: In the proposed Shawnee contract we are requesting 3 FTEs and one additional FTE at 10% of time. This equals 6200 hours per fiscal year for all 4 FTE. At the costs of $147,647.50 per fiscal year for personnel services including fringe benefits divided by 6200 hrs = $23.82 per hour. If you replace with the following state staff: 3 FTEs including fringe benefits ($80,000 / 2000 hrs = $40 per hour) $40 time / 6000 hours = $240,000 plus one staff at 10% of time ($90,000 including fringe benefits / 2000hrs=$45) $45 times 200 hours = $9,000.
Just to use State staff would be additional ($240,000 + $9,000 - $147,647) $ 101,353 per Fiscal Year.
* If we used the IBM TSP contact to hire consultants, the costs would be an additional $ 627,353 (at a minimum of $125 per hour, $125 times 6200 hours = $775,000) ($775,000-$147,647 = $627,353).
* System Development: The proposed provider has worked closely with IDoA to develop the current Case Manage Information System (CMIS) to ensure that the CMIS would include enough features for Case Coordination Units (CCUs) to collect and enter data, transmit data to IDoA, manage client caseload, and generate required reports. The proposed provider understands the interface between CMIS and the main Internet based Electronic Community Care Program Information System (eCCPIS). The provider's staff has specialized, comprehensive knowledge of the CCC policies, procedures and its information system which is critical for the refinement of the eCCPIS. This knowledge allows for rapid modifications to the software with minimal direction from IDoA as well as the ability to provide essential ongoing technical assistance and training to CCU users.
* Technical Support and Training: The proposed provider has years of experience providing technical support to over 60 CCUs for IDoA through out the State of Illinois. The provider's staff has specialized knowledge of the CCC policies, and procedures.
* The CCUs work closely with the proposed provider to interface the CCC procedures with CMIS operations. The provider has experience providing ongoing training to current and new CCUs staff. Experience with CCC policies and procedures, the ability to provide comprehensive training for CCO and CMIS, and to build a working relationship with over 60 CCUs with hundreds of managers, office staff and case managers will take years to accomplish. |
