The Office of the Comptroller of the Currency (OCC) intends to enter into a sole source contract with RMA The Risk Management Association. The period of performance will be one year with four option years. The purpose is to provide an online off-the-shelf product that provides comparative industry analysis, reports on current credit risk topics as well as an assessment tool Credit Diagnostic that measures the taker s credit related knowledge and also provides remedial resources. This requirement is an essential and foundational resource for training OCC examiners about credit risk, as they advance through the pre-commissioned training program s credit curriculum. Without access to e-Mentor, OCC would be required to revise several classroom based credit courses.

OCC requires consistency in credit risk diagnostic tests taken by OCC s bank examiners. The initial curriculum was developed by RMA The Risk Management Association, therefore they will revalidate the curriculum development process. It is imperative to obtain a baseline measure of the bank examiners credit skill level. The revised credit risk diagnostic curriculum shall identify examiner credit skill levels and also measure progress in enhancing those skills. Because diagnostics are structured differently (e.g., different key categories, different questions), all of the work to-date in establishing a baseline and using it to craft the new credit curriculum be lost if OCC were to change contractors, thus changing diagnostics. This notice of intent is not a request for competitive proposals and no solicitation document is available. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the OCC.
