Notice Summary
1.1 INTRODUCTION
Portland Public Schools, (hereafter referred to as "District) seeks written proposals from
qualified vendors able to provide communication and public engagement services related to a
large-scale high school system design effort.
1.2 BACKGROUND

"Solutions are achieved when 'the people with the problem' go through a process together to
become 'the people with the solution'. The issues have to be internalized, owned and
ultimately resolved by the relevant parties to insure enduring progress." -- Educator Ron
Heifetz
Superintendent Carole Smith, in March of 2008, named high school system design as one of
the District's major priorities. She named a high school system design team of principals
and other leaders to help define the issues, conduct thorough analysis and set the
framework for action. However, for true progress in increasing students' success, reforms
cannot be designed and imposed from the top down or from the central office out to the
schools. The "people with the problem" include students, educators, parents, employers and
the community as a whole. They all must be engaged in the process of high school system
design so that together, this community can own the solutions.
This community engagement effort is integral to the success of the overall PPS high school
system redesign.
The Superintendent's high school system design team has set three goals:
1) Improving student achievement for all students,
2) Achieving greater equity and,
3) Operating a financially sustainable system in the face of declining enrollment at the
high school level.
Simultaneously, the District is also undergoing a master planning process to address school
facilities throughout the District, made necessary by aging facilities and changes in
program requirements. The high school system design effort should drive a significant
portion of this facilities plan.

2.1 STATEMENT OF WORK OVERVIEW
The District is seeking a professional communications or public engagement firm to aid the
Portland Public Schools in conducting a large-scale community engagement plan and process
around high school system design. Given the scope of the work and the broad array of
expertise required to be successful, a firm may find it in its best interests to join in
partnership with another firm, although this is not required. Outcomes and final decisions
related to high school system design may ultimately affect the number of high schools PPS
operates, parameters around the minimum and maximum size of high schools, types of programs
that are added, modified or supported, and changes to the enrollment and transfer policy.
