The U.S. Department of Commerce, National Technical Information Service (NTIS) in Springfield, VA, is currently performing market research to determine what order processing software currently exists in the marketplace from various vendors that can be used to take and track orders for approximately 3 million items in its permanent collection and track revenue and costs across all product and service lines.     Products are available in a variety of formats, such as paper, microfiche, electronic download, diskette, audio-visual and CD-ROM. NTIS handles demand requests for specific titles and maintains annual subscriptions with varying frequencies.     Each year, NTIS adds 30,000 titles to the collection, processes approximately 38,000 demand orders, ships 80,000 demand copies, maintains over 7,400 active subscriptions and ships 53,000 subscription copies.     In addition, NTIS provides distribution services to other federal agencies, processing 56,200 orders and shipping nearly 12 million copies, much of this in bulk.

NTIS currently operates a legacy system that hosts a commercial off-the-shelf order processing, accounts receivable and inventory software package developed by Computer Information Services, Inc. that has been heavily customized to NTIS's specifications.     The software was originally developed for the commercial publishing industry and runs on Hewlett Packard (HP) equipment, employing a HP-Unix operating system with shared disk space and multiple computer network access.     The order processing system has been in place for over ten years.     It is aging, highly customized, overly complex, and lacks certain flexibilities, such as adjusting for a change in the frequency of a subscription product.     The existing system is not supported by the private sector.    

Vendors of commercial order processing software are requested to respond in writing or by e-mail to this RFI to the Point of Contact (POC) listed in Virginia NO LATER THAN February 15, 2008.     The response should consist of three elements:    

(1) Specific Functional Requirements: Vendors are requested to download copies of Documents 2, 3, and 4 from www.ntis.gov/os_rfi.     Document 1 is a copy of this RFI.     Document 2 is in a glossary of terms used in the other documents. Document 3 specifies the actual requirements of a system and the relative weight NTIS attaches to each requirement.     Vendors should fill in the column marked ?Vendor Yes/No Responses? with the appropriate response.     To assist vendors in understanding the context in which these Requirements were developed, the ?uses cases? from which they were derived are contained in Document 4.     A use case is a technique used in software and systems engineering to capture the functional requirements of a system.     Use cases describe the interaction between a primary system actor ? the initiator of the interaction ? and the system itself, represented as a sequence of simple steps.        

(2) Additional Comments on Functional Aspects: Although the Requirement Document attempts to capture all necessary information, vendors should provide as much additional information as they deem appropriate on the following aspects of their products (1) ease in taking and tracking orders quickly and efficiently;     (2) ability to generate, report and download data necessary for tracking revenue, cost of goods sold, and production data (subscriptions, subscribers, copies, etc.) across all product     lines to generate     AUDITABLE FINANCIAL DATA AND STATEMENTS IN ACCORDANCE WITH GENERALLY ACCEPTABLE ACCOUNTING PRINCIPLES, including requirements of the Federal Accounting Standards Advisory Board and the Office of Management and Budget; (3) ability to track inventory simply, maintain accurate inventory balances and cost; (4) ease of accessing sales and marketing data to analyze product sales patterns and market NTIS products to new and existing customers; (5) ability to ensure that products are shipped quickly and efficiently; (6) ease of maintenance; and (7) extent to which various     modules (e.g., finance, order fulfillment, inventory) are able to communicate easily using a web service or similar technology.

(3) Technical Requirements: In addition to functional aspects, please indicate (1) the name of the company that owns the software product and its version number; (2) the name of the company that owns the copyright to the software product; (3) its technical capabilities in as much detail as possible; (4) the types of network environments in which it may be deployed; (5) whether the software is Web accessible, (6) its security features; 7) whether the product may be administered remotely; (7) the operating systems on which platform applications may be deployed; (8) the type of database underlying the application(s) or the brand name of the database(s) upon which the system relies; (9) the type of interaction the database allows (i.e., ODBC or proprietary API, etc.); (10) whether the system(s) can use Web services and, if so, what is the underlying technology (e.g., SOAP), and (11) whether the software product(s) is Section 508 compliant by submitting a Voluntary Product Accessibility Template, available at http://www.access-star.org/ITI-VPAT-v1.2.html. (12) Please indicate whether the software may be purchased as a stand-alone product or whether it must be purchased as a "bundle" that includes other software products for which licenses must also be purchased,(13) detailed description of security features, (14) Please indicate whether the software(and any other bundled products)is availabe for ordering through any GSA Federal Supply Schedule and/or any Government Wide Acquisition Contracts, and if so, the contract numbers for those contracts. (15) Please provide commercial list price information (NOT SPECIFIC PROPOSAL PRICING).

There would be approximately 50 users in one location (Springfield, Virginia).

VENDORS SHOULD BE AWARE THAT NTIS IS WILLING TO CONSIDER SOME CHANGES TO ITS BUSINESS PRACTICES TO ACCOMMODATE AN AFFORDABLE ORDER PROCESSING SYSTEM THAT GENERALLY MEETS ITS NEEDS.
