Synopsis:

The Contractor shall provide all personnel, equipment, tools materials, supervision, and other items and services necessary to perform Commercial Courier Services for Defense Finance and Accounting Service Japan (DFAS-J) in accordance with the terms and conditions of this contract and applicable Japanese laws and trade practices. The area of performances are 1) between DFAS-J (Tokyo) and US Fleet Activities Sasebo (Nagasaki Pref.), 2) between DFAS-J and MCAS Iwakuni (Yamaguchi Pref.), 3) between DFAS-J and Kadena AB, Camp Butler, Camp Foster, Camp Lester etc., (Okinawa Pref.), 4) between DFAS-J and Misawa AB (Aomori Pref.). The period of performance is anticipated to be for a one-year basic period with four (4) one-year options, for total five (5) years. The anticipated performance start date is 1 Oct 08 (Basic Period is 1 Oct 08 thru 30 Sep 09). Offeror will propose a rate for transportation of the Government financial documents in parcel by trucks. The transportation rate includes but not limited to tolls, licenses, costs of Japanese holiday work, or for operations during stormy and or inclement weather. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation. The solicitation is not restricted. A pre-proposal conference is scheduled for Friday, 25 Jul 08 (9:00-10:30hrs Japan time) at Yokota Air Base, Japan.
