Synopsis:

This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Joint Warfare Analysis Center (JWAC) at Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure and install 2 tank monitoring systems for 2 diesel tanks supporting JWAC generators. The 2 above ground tank monitoring systems should meet the following specifications: monitor fuel levels, detect leaks within the tank of 0.1GPH volumetric tank testing, continuous statistical leak detection for 24 hrs., automatic leak detection without tank shut down, detects line leaks, has CAT5 connection ports, can display data in Internet Explorer, requires no specialized software, provides inventory and monitoring capability, records generator activity, and has an audible and visual alarm capability. Tank #1 is an 8-10 thousand gallon tank and supports a 2 MW generator and a mobile generator. Tank #2 is a 10-12 thousand gallon tank that supports a 5 MW generator. Both tanks are located about 60 feet from the desired monitoring location. Award for the purchase, delivery, and installation of the tank monitoring systems will be made under Simplified Acquisition Procedures in accordance with FAR Part 13 as a Firm Fixed Price purchase order. The installation must be performed in close coordination with JWAC Facility Engineering personnel and Public Works generator personnel in order to ensure no downtime for the JWAC complex. The Government will be responsible for providing power outlet within 6 feet of each tank monitoring system. The NAICS Code is 334519 and has a small business size standard of 500. The FSC Code is 6695. Pricing will be F.O.B. Destination to the Naval Surface Warfare Center, Dahlgren Division, 4048 Higley Road, Dahlgren, VA 22448-5144. Therefore, the quote must include all applicable shipping charges.
