Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside.
This solicitation number is RFQ435361 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24.       
The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement a 32-Channel Multichannel Acquisition Processor System.    The features are preamplifier box with 2-ploe low cut and 4-pole high cut fiber, 32 spike channels, (100Hz-8kHz, 1000x gain) and 32 field potential channels (0.7Hz-300Hz, 1000x gain); data cable for 16 preamp channels, 15 foot length, 8-channel Omnetics 0.50 10-pin headstage, gain 1, grounded reference, 8- channel headstage cable, 32 gauge 36? length, headstage tester unit for 8-channel Omnetics .050 headstage, A/D subsystem, panel with 16 BNC connectors, 34-pin header, 37-pin Dsub connector, includes jumper for individual channel selection input, cable to connect BNC 16/B to C-HUB, digital input cable to interface to CORTEX system, standard female DB37 connector, 15 foot length, 32-channel MAP system control program software, 2 OFS keys, and 1 parallel port MAP key, 250 GB hard drive, 2.0 GB RAM, DVD/CD-RW, WinXP, 24? wide-aspect flat panel LCD Monitor, and crating and handling.    Destination of Building 49, National Institutes of Health Campus, Bethesda, Maryland.
Specific evaluation criteria are:    (1) Ability to meet the technical specifications and (2) ability to deliver on time.      Offers will also be evaluated on best value in relation to price.
Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition.
