PRESOLICITATION NOTICE

The Defense Security Cooperation Agency (DSCA), 201 12th Street, Arlington VA 22202 intends to solicit for service to support services in support of the Center for Hemispheric Defense Studies (CHDS). The Center s mission focuses on three strategic areas for change and impact in the Western Hemisphere, which are: (A.) fostering partnerships, (B.) advancing defense and security decision making, (C.) promoting effective civilian-military relationships in democratic environments. The Center pursues these areas through a variety of academic, research and outreach activities. These activities include: Security and Defense Policy courses, Senior Executive Dialogue courses, and Advanced Defense Studies courses which are held in the Washington, DC area. Other activities such as National Security Planning Workshops, Legislative Leader Seminars, Ministry of Defense Workshops, Sub-Regional Conferences, Advanced Policy Making Seminars, and Faculty Outreach Seminars are held in the region. In support of its programs and mission, the CHDS requires administrative, technical, management, and academic services. Additional information regarding the mission and functions of CHDS can be found at the following website: www.ndu.edu/chds. This requirement will be solicited as a total 8(a) set aside, no exceptions. The applicable North American Industry Classification System (NAICS) for the solicitation will be 541611 "Administrative Management and General Management Consulting Services". The size standard for this NAICS is $6.5M average annual receipts over the past three years. The period of performance will consist of a based period of 12 months from date of award and (4) four option periods consisting of 12 months each. The solicitation will be posted on www.fbo.gov and will be made available on the DSCA website on or about 21 April 2008. The DSCA web address for downloading the solicitation is as follows: http://www.dsca.mil/programs/biz-ops/business_operations.htm. A link to this website will also be posted on Fed Biz Opps. Fed Biz Opps can be accessed by the following web address: http://www.fedbizopps.gov. NO PAPER COPIES OF THE SOLICITATION WILL BE ISSUED. NO TELEPHONE OR FAX REQUESTS WILL BE HONORED. Once the solicitation is posted, it is incumbent upon the interested parties to review both web sites frequently for any updates/amendments to any documents. Instructions will be provided in the solicitation on how and when to submit questions regarding the requirement. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004, in order to be considered for award.
