The Army Sustainment Command (ASC) has a service requirement to provide Care of Supplies in Storage (COSIS), Maintenance and Exercise of US Army Propositioned Stock (APS) Watercraft at Yokohama North Dock, Japan. Work to be performed consists of COSIS and DS/GS Maintenance on 10 Landing Craft, Utility (LCU), 9 Landing Craft, Mechanized (LCM-8), 4 Small Tugs (ST), 2 Large Tug (LT), 4 Warping Tugs (WT), 2 Side load Warping Tugs (SLWT), 1 Gasoline Barge (BG), 1 Barge Derrick (BD), 1 Floating Causeway (FC), 1 Causeway Ferry (CF), and 2 Roll-on Roll-off Discharge Facilities (RRDF). The acquisition will be an unrestricted, full and open, negotiated, best-value procurement using the Contracting by Negotiation process prescribed in FAR Part 15 of the Federal Acquisition Regulation. All responsible sources may submit a proposal which shall be considered by the agency. Estimated issue date of solicitation is June 13, 2008. This solicitation will be issued electronically. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the below internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments or respond to them prior to the date and time set for the receipt of proposals may render your proposal non-responsive and result in its rejection. The proposals will be reviewed for completeness in satisfying the requirements of the RFP and evaluated on the merit against the evaluation factors identified in the solicitation. RFP W52P1J-08-R-0087 will be a combined Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) type contract, and only one award is anticipated. The RFP will provide for a one year base period and four one year evaluated option periods. The performance period commencement is o/a 15 Sep 2008. Approximate issue date of the RFP is 13 June 2008 with closing date approximately 30 days from issue. The NAICS Code is 336611 and the size standard is 1,000 employees. The Service Code is: J Maintenance, repair & rebuilding of equipment. The Product Code is: 19 Ships, Small Craft, Pontoons & Floating docks. Contractors intending to do business with the Federal Government must register with the Department of Defense Central Contractor Registration (CCR) database.
