This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: 1 each; controller, 2 each; fixed cameras, 1 each; Pan, Tilt and Zoom (PTZ) remotely operated camera. Requirements: System Controller Upgrade: The current system operates on Windows 2000 and the requirement for LAN compatibility is Windows XP. A new controller is required and must be Windows XP compatible. The controller must have the ability to monitor and control 16 cameras and have digital video record (DVR) capability. The existing four remotely operated PTZ cameras must be compatible with the new Controller/DVR. The DVR must have a minimum of two terabyte of memory capability. New Cameras: Two additional fixed cameras and one PTZ remotely operated camera with motion detector, color day/night, auto focus, auto zoom, and auto iris. Equipment Requirements: Controller/DVR: Remote monitoring and operation, multi camera support up 16 cameras, minimum of two terabyte of memory, continuous recording while viewing or searching, switch output for display on public monitors, LAN capable with software and access capability from several connected workstations including software. Windows XP operating system must be compatible with EPG LAN, camera selection and, PTZ control from authorized workstations. Color PTZ Day/night Camera: All weather enclosure, day/night color cameras with auto focus, auto zoom, and auto iris. Pan angle capable of 360 degree rotation. Tilt angle with 0-90 degrees capability, low light capable for night viewing, automated motion tracking, video motion detection, and digital image stabilization. Fixed camera: All weather enclosure, day/night color cameras with auto focus, auto zoom, and auto iris, appropriate lenses for coverage of parking lot and main entry gates. Installation: Complete installation by the vendor is required for the controller, relocation of existing equipment, new cameras, and will include software uploads on the server and individual workstations. The two fixed cameras will be mounted on the building to ensure the parking lot and the main entry gates are covered. This will include the appropriate lenses to provide the highest visual surveillance possible and quality operation. The PTZ, motion detection, and color day/night camera will be mounted to provide visual coverage of the front of the building, parking area, the portion of the driveway that is visible from the facility, and the intersection of Canelo and Blacktower roads. The existing PTZ camera will be relocated to another location on the facility. Other: Must be able to work with the EPG LAN team to integrate and ensure proper operation on the EPG LAN. Warranty and Service Agreement: A minimum two years on the cabling. The equipment shall be warranted from the times as listed on the manufacturer specifications. Service for repair must be within 24 hours. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under provisions of Wide Area Work Flow under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Thursday, 24 April 2008. Offers shall be submitted electronically at: carmen.simotti@us.army.mil. EVALUATION CRITERIA/ PROCEDURES: Offers will be submitted in commercial quote format. The offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The result of the award will be posted in Fedbizopps(http://www.fbo.gov/) under Award Notices. Questions pertaining to the Award Notice must be submitted in writing. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This is full and open competition requirement. The NAICS code is 238210. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items or ORCA, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, andapplicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
