This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ). This solicitation is unrestricted, the NAICS code for this action is 721110 and the business size standard is $6 million. THIS AWARD IS NOT FOR EVENT PLANNING SERVICES. The Food and Drug Administration intends to negotiate a firm fixed price contract for conference space and hotel services in Denver, CO using FAR Part 13 Simplified Acquisition Procedures.
STATEMENT OF WORK:
Background: The Food Emergency Response Network (FERN) is looking to hold a national meeting for microbiology, chemistry and radiological disciplines in the end of July to discuss various issues and topics that are relevant to the function of the labs, the disciplines, and the network as a whole. This scope of work is to request a facility for the FERN National Meeting.
Dates/Times: Third or fourth week of July, 2008.
Requirements:
A facility that will deliver the following:
(1) Located in downtown Denver, CO or near it. (2) Provide a room to accommodate meeting space as well as break-out sessions. The meeting space should accommodate approximately 450 people (rectangular tables in standard meeting set up), have a podium for presentations. There should be three breakout rooms: two for 120+ people each and one for 50 people. (3) Provide 450 sleeping/lodging accommodations. Provide sufficient accommodations such as restroom facilities. (4) Completely handicapped accessible. (5) Provides good sound system and general audiovisual requirements such as: 1 lavaliere mic, 1 handheld mic, 1 mic for the podium, and 1 standing mic. A PowerPoint projector is also needed. (6) Government rate for participants who may be attending the meeting from out of town. (7) Assigned Event Manager to work with the facilitator (or designee) from start to finish assuring a successful event.
The following FAR clauses shall apply to this solicitation: FAR Part 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation Commercial Items: 1. Price, and 2. Location; 52.212-3 Offerors Representations and Certifications; 52.212-4 Contract Terms and Conditions; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In accordance with FAR 52.204-7 Central Contractor Registration; contractors are Required To Register in the Central Contractor Registration (CCR) database http://www.ccr.gov, PRIOR to award of any contract. In addition, the offeror's facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12101 et. Seq.).
