The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, a firm-fixed purchase contract to the Association of Schools of Public Health (ASPH), 1101 15th Street NW Suite 910, Washington DC, 20005-5002 to assist the Centers for Medicare & Medicaid Services (CMS) with Division of Strategic Recruitment (DSR) CMS Public Health Fellows Program. The Office of Operations Management (OOM) Human Capital Management Group (HCMG), Division of Strategic Planning (DSR) has developed a strategic recruitment plan that requires the collaboration and partnership with academic institutions and affiliation groups in an effort to hire Fellows. The Fellows will be assigned to work on special projects that staff would otherwise not be able to support within the following CMS components: Office of Policy (OP), Centers for Medicare Management (CMM), Office of Research, Development and Information (ORDI), and Office of Clinical Standards and Quality (OCSQ). The focus of these special projects will include assisting in the writing of policy and initiatives that research new insights and innovative solutions to health problems, providing guidance, and monitoring quality standards. In the course of partnering with graduate schools and affiliates of public health, CMS will demonstrate its support for public health education and the public health profession; in addition to becoming an employer-of-choice .
In order to fulfill this undertaking, it will require that the contractor have an established procedure for providing a highly skilled cadre of qualified applicants that are recent (graduated less than five years ago) graduates of a Master s or Doctorate program that offer graduate degrees in public health related fields, and accredited by the Council on Education for Public Health (CEPH). Proposed fellows may still be enrolled at a School of Public Health (SPH) at the time of application submission, but must receive their degree prior to the expected start of the CMS Public Health Fellows Program. The contractor also must be able to verify the credentials of each candidate and supply supporting documentation for the Fellows that ensures they are equipped with the skill set and educational requirements that are in line with those established by CMS. The contractor must also ensure that the candidates understand the mission of CMS. The proposed fellows must be a U.S. citizen to be eligible for the Fellowship Program. Fellows will be chosen to work in the Baltimore Central Office for one year.
To our knowledge, ASPH is the only organization that has demonstrated extensive knowledge in this capacity. Based upon past experiences in other federal agencies, an understanding of the federal sector, the existing relationship with schools of public health, and market research, ASPH is determined to be the only responsible source for the effort and no other supplies or services will satisfy the agency s requirements.
All responsible sources may submit capability statements in consideration to the Agency at the address below and must be registered in the Central Contractor Registration (CCR) System. CMS program officer shall make the determination of what would constitute equivalent expertise. If you submitted a capability statement in response to market research previously, you need not submit again.
