| The Department of Central Management Systems is giving notice of intent to award multiple contracts to procure software maintenance and pay software fees/cost based on the CPU configuration. Software/maintenance purchase assures continued support, maintenance and license of various products that work together on the mainframe. The license/maintenance of the software is proprietary and only available from the vendors identified. Competitive selection is not feasible for these procurements. Summary of software by vendors is:

Annual maintenance for MVS/Quick-Ref. This software runs on CPUs at the CCF.
(08-31842) H&W Computer Systems, Inc.:
Annual maintenance on SYSB II software.
(08-31741) Software Engineering of America:
Annual maintenance on Fast Pack software from Software Engineering of America. This product runs on a CPU at the CCF. This product is for Revenue use only.
(08-31856) Napersoft, Inc.:
Annual maintenance for Napersoft Bridge, Napersoft Word, Napersoft Spell, Napersoft Merge, Napersoft BatchMerge, Napersoft SDK, and Napersoft Doc software for Revenue.

| Sole Source Only Justification: | These critical applications are already in place. The software has been used to develop mission critical applications for several agencies. Migration of applications away from the existing systems would take substantial time and money to complete and is not contemplated at this time. Several agencies have applications that are vital to the citizens of the State of Illinois and cannot be disrupted. If this software were to be replaced it would take substantial time and money. There are no plans to replace or re-engineer those applications to use other software at this time.
The vendors, as identified, are the only vendors that can supply the specific software/maintenance because the software is patented or copyrighted and only available from holder of patent/copyright.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendor's ability to meet all specifications and other requirements of the Agency making the Award will be considered. The documentation must specifically identify any alleged violation of the Illinois Procurement Code or other law, and associated rules, and/or indicate a price equal to or lower than the amount shown in this Notice. |
