Description and Specifications:
The Department intends to award a sole source contract to King Technoligies for the purpose of operating and managing the Putative Father REgistry for a period of 3 months unitl such time as the Department can conduct a competitive procurement.
KingTech has developed and operates an electronic system that allows more convenient registration by fathers and streamlines the search process and the provision of search results. The secure system maintains the confidentially of the Registry information and collects and stores that information in a centralized filing system that is web accessible. Registration, search requests and search results are all be available on-line. Forms are also available to download from the site(s). As of this date it is a continued requirement that Court Certifications must be sent by US Mail within 48 hours or two business days.

Sole Source Only Justification:The putative father registry was selected through sole source in 2005 due to staff reductions.

The vendor currently provides the sole expertise to modify and operate the system.

The operation was built from the ground up and it currently remains the only comprehensive search system in Illinois. In fact, DCFS has been approached by courts and outside parties to allow the center to provide searches for other uses. Moreover, many of the search databases utilized by King Tech are specifically authorized to that vendor under interagency agreement between DCFS and other state agencies. Given the current enhancements to both the search center and the putative father registry that are underway, it is not feasible for another vendor not involved in its development to take over those enhancements. Nonetheless, the system is owned by DCFS and the ongoing operation of the database and social services components of the center can be bit out to any other vendor once the enhancements are completed. A competitive bid is currently in process and is expected to award in March 2008.
The Putative Father Registry was mandated by State Law in 1995 and the Department was manually providing this service through 2005. In 2005, sole source procurement contracted King Technology for these services due to automation to provide electronic services and reduces the chance of errors.

The putative father registry was selected through sole source due to lack of staff to maintain operation needs.

The vendor currently provides the sole expertise to modify and operate the system. Once the enhancements are completed these functions could be trained and transitioned to another vendor.

Because this work is currently underway and will not be completed until at least September 2007, the Department is requesting this sole source procurement for King Technologies through the contract terms of January 01, 2008 through March 31, 2008. It is the Departments intent to bid this service for the last half of FY08.
DCFS has coordinated with other state child welfare systems and HSS regarding the availability of similar systems in other places. In fact, Illinois operations remain some of the most advanced in the country and we receive numerous inquires annually to help other jurisdiction develop similar processes. DCFS did utilized the services of a relative search firm out of Seattle in a pilot study regarding permanency for older wards and explored utilizes that firm. However, the service was not able to provide the range of reach of the King Tech services nor did it have a social service component to it.

The price was determined by original bid and subsequent minor modifications have based on industry standards for salaries and other wages.
