Description
1. INTRODUCTION: The U.S. Coast Guard Civil Engineering Unit Program has a requirement for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide professional marine engineering services on an as-needed basis. Projects will include a variety of assignments involving the U.S. Department of Homeland Security (DHS) and Agencies within DHS. Work shall be confined to the fifty states and its territories (Puerto Rico, Guam etc.). The NAICS Code is 541330; the size standard is $17.0 million.
2. CONTRACT INFORMATION: This project is 100% set-aside for small business concerns. The resulting Contract is for one base year with 9 one-year options. The basic contract year shall have a guaranteed minimum contract amount of $5,000 for the base year only, and shall be limited to a maximum contract amount of $20,000,000. No individual task order will exceed $500,000. Option year thresholds are the same as the base year. The total duration of the contract, including exercise of the option(s), shall not exceed ten (10) years. The government reserves the right to make multiple awards. The government also reserves the right to exercise the option(s). The list of qualified contractors will remain active for a period of one (1) year after the first award is made.
3. PROJECT INFORMATION: Most work will consist of, but will not be limited to, (1) Conducting above and underwater marine surveys to ascertain existing conditions and state of repair for various waterfront installations including, but not limited to, wave breaks and breakwaters, off shore structures, pilings, bulkheads, piers and wharves, floats, etc.; (2) Preparing reports, recommendations, and cost estimates for identified marine repair/replacement work; (3) Preparing competitive bid, marine construction contract documentation including, but not limited to, design analysis and development, cost estimates, permitting, and drawings and specifications; (4) Providing inspection services for marine work.
4. SELECTION CRITERIA: Criteria to be evaluated in the selection of the A/E firm(s) will be as follows, in descending order of importance:
A. Professional qualifications to perform the services required: (1) Registered and licensed personnel, either in-house or through consultants, in the following key disciplines: Civil or Structural Engineer, Civil (PE) and Structural (PE), Ocean Engineer, Environmental Engineer, Electrical Engineer, Mechanical Engineer, and Divers. (2) Ability to perform design work with in-house personnel and within prescribed project budgets; (3) Professional qualifications of consultants to provide necessary technical work for the design beyond the capability of the firms in-house personnel. B. Specialized experience and technical competence: (1) Ability to perform specialized engineering services with in-house personnel, including that of on-staff divers. A dive team, as a minimum, is comprised of three experienced divers, each having a bachelors degree in civil engineering from an accredited university. The dive team captain must also be a registered professional engineer; each diver must maintain a current certificate or diploma certifying a commercial rating, or 2nd class diver rating from the U. S. Navy and each must have five years experience in underwater construction and/or performing underwater structural inspections using supplied air. (2) Ability to manage an account with multiple sub-customers spread geographically across the U.S.; (3) Ability to perform quality assurance and inspection services. C. Capacity to accomplish the work in the required time: (1) Demonstrated compliance with performance schedules; (2) Adherence to timelines for deliverables; (3) The ability to meet unusual time constraints; (4) Methods of project management; D. Past record of performance in terms of cost control, quality of work, and compliance with performance schedules: (1) Past record of performance on AE marine design projects with estimated construction costs ranging from $100,000 to $1,000,000. (2) Provide examples of demonstrated compliance in cost control through consistent use of the most cost-effective designs to meet project requirements; (3) Provide examples of quality of work with other Government agencies and private sector clients as demonstrated by a history of minimal change orders during both design and construction, and through long term relationships and repeat business with customers; (4) Provide examples demonstrating effective internal quality control procedures ensuring technical accuracy and coordination of disciplines; (5) Show how the firm has responded to Urgent requirements based on a national emergency or other urgent situation. E. Proof of errors and omissions insurance: (1) Provide proof of errors and omissions insurance and describe the plan to respond in the event of an error/omission.
5. SUBMISSION REQUIREMENTS: Firms desiring consideration are invited to submit a SF-330 (Part I and II) and four copies prior to the close of business on February 29, 2008.
