Description (Request for Information)
The United States Special Operation Command (USSOCOM) is conducting a request for information for senior advisor services with experience in technical areas of concern to SOCOM.    The advisor, must possess a doctoral degree in Engineering and must have served in an advisory role to other senior military commands.    The advisor/firm must possess an in depth understanding of Insensitive Munitions (IM) and newly developed or product improved non nuclear munitions, as required by MIL STD 2105C.    The advisor/firm must have a working knowledge of the process involved in developing IM insensitive systems, which will reduce collateral damage in the event of an accident from unplanned stimuli.
The advisor/firm must be a recognized expert in this area and articulate with the Joint Insensitive Munitions Technical Panel and the DOD Integrated Program Team (IPT) panels.    Advisor/firm must have experience in writing and assembling a Strategic Plan.    Advisor/firm must have knowledge of all munitions in the SOCOM Fiscal Year Defense Program (FYDP), and their susceptibility to IM stimuli.
Since munitions contain explosives, propellant and fuzes, the applicant/firm must have a working knowledge of insensitive explosives.    The applicant/firm must be capable of showing through publications for International Conferences and peer groups, their ability to design and develop propellant venting technologies as applied to high and mid caliber artillery guns.
Since fuzes are an integral part of insensitive munitions, the advisor/firm must possess a working knowledge of fuzing systems for mortars, artillery, rockets, bombs, grenades and other explosive devices.
Specific knowledge of power sources, both chemical and non-chemical is required to evaluate systems adherence to MIL STD 1316.    In many cases, the fuze is the road block in achieving IM compliance for a munition; the advisor must then propose new fuze designs to make the munition safer and become IM compliant.    Electronic/mechanical arming systems must be part of the advisor?s experience.    Advisors/firms must have a working knowledge of Special Forces equipment, i.e., radio transmitters/receivers, man-powered generators and training devices as applied to the soldier worn Multiple Integrated Laser Engagement System (MILES) harness system.
Advisor/firm must have a long term experience of military systems having contributed to these systems by means of patents, publications, reports, and physical hardware.

Also, contractors shall provide specific product literature with emphasis on the advisor?s/firm?s capabilities.    General company product literature will not be considered a response.
