The NATO Maintenance and Supply Agency (NAMSA) is hiring consultants to provide Engineering Services to elements of the NATO operational logistics in theater and other designated contingency infrastructure projects. NAMSA is setting up a recruitment reserve file of potentially qualified candidates to fill the slots that may arise over the next 12 months.
NAMSA serves as the Host Nation for this project. The reference of the Recruitment of Consultants is AP/2005/26/CO01a BOD and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference ROC-2005-26.

For the performance of the contract, bidders will be required to hold a NATO SECRET security clearance. Recruitment is for candidates whose security clearances can be effected rapidly and who could report for duty as soon as possible after selection.

Information regarding financial compensation is not available at this time.

GENERAL RESPONSIBILITIES

Conducting and/or coordinating engineering/infrastructure studies.

Preparing technical instructions, procedures, and concepts.

Establishing, implementing, and coordinating the construction and maintenance plans for NATO Operational Infrastructure.

Preparing Statements of Work (SOW) that fully define the required work or services requested, including the definition of technical contractual requirements in terms of specifications, construction materials, and workmanship standards.

Providing technical evaluations of contract offers and ensuring that obligations towards NATO/NAMSA are correctly and promptly fulfilled.

Providing on-site technical assistance.

Coordinating technical requirements for new or changed requirements.

Analyzing contractor technical reports and testing results to ascertain conformity with technical and contractual requirements and making recommendations for further actions as necessary.

Conducting pre-award surveys and technical assessments for material and services to be procured.

Evaluating contractors performance with on-site quality assurance visits and with work acceptance inspections.

Preparing correspondence, reports, and statistics as required, using modern NAMSA office automation equipment and software packages including technical support software, such as Auto CAD and CAT1A.

Participating in meetings, conferences, and seminars as required.

Performing Travel Duties (TDY) as required.

Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.

In the event of crisis or war, the incumbent will, subject to the agreement of his/her national authorities, remain in the service of NAMSA.

SPECIFIC RESPONSIBILITIES

Performing project management functions for designated projects, including time and resource planning aspects, as well as administrative control and technical direction of the overall project or maintenance activity, including contractual services and facility operations.

Analyzing, planning, providing control assistance, and maintaining close interface with other NATO elements in their operations.

Managing allocated resources in terms of finance and personnel throughout the project life cycle.

Providing specialist engineering services in support of NATO infrastructure in theatre operations.

QUALIFICATIONS REQUIRED

University degree in civil, mechanical, or electrical engineering or equivalent education.

Good knowledge of deployment engineering requirements.

Minimum 3 years experience in civil engineering and in the maintenance of military infrastructure.

Experience in system engineering practice and project management.

Knowledge of information systems with experience in using personal computers and software packages.

Knowledge of technical support software, such as Auto CAD and CAT1A.

Good knowledge of one of the two official NATO languages and working knowledge of the other.

A NATO SECRET security clearance.

Specialized knowledge in the area of civil engineering and infrastructure acquisition and maintenance in theatre operations.

Resource management expertise related to civil engineering support activities, base operating support or public works.

Please note: Good knowledge of the second official NATO language would be an asset. A Masters Degree in Business Administration/Management would be an asset.

A deadline for submission of applications has not been determined. However, this Recruitment of Consultants is in response to an urgent requirement for NASMA to hire engineering consultants; qualified candidates are encouraged to apply as soon as possible.

The U.S. Department of Commerce does not serve as the contracting agency for NATO procurements. The contracting entity for this procurement is the NATO Maintenance and Supply Agency (NAMSA). Requests for participation submitted directly to NAMSA may not be considered. Interested candidates must be nominated by their National Authorities.
