Modification 01 to original Synopsis - Correct NAICS to 332312. The approximate solicitation issue date will be 22 Feb 2008 with a response by 22 Mar 2008. All responsible sources may submit a proposal which shall be considered by the agency.
The Government intends to award a 5-year Firm-Fixed Price requirements-type contract for C-130 Isochronal Maintenance Stands, consisting of a two (2)-year basic period and four (4) one (1) year options. Best Estimated Quantities (BEQ) will be included in the RFP for the basic and option years. FAR 12 (Acquisition of Commercial Items) & FAR 15 (Contract by Negotiations), procedures will be utilized with a first production unit required. All offeror?s shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will utilize Technically Acceptable- Risk/Price Performance Tradeoff (TA-RPPT) procedures, and will evaluate proposals and make award in accordance in accordance with the ?Evaluation Basis for Award? provision in the RFP.
These maintenance stands are used to perform maintenance and inspections on the C-130 aircraft. The stands will allow maintenance personnel to perform partial or full access to the wings, fuselage, tail and engines of the C-130 aircraft during ISO maintenance. The C-130 Stand will be a multi-stand structure that shall integrate with one another as well as accommodate the C-130E, C-130H(2), C-130H(3), C-130J, AC-130E, AC-130H, WC-130H, WC-130J, MC-130E, MC-130H, and HC-130H (N) models of the C-130 fleet.
The proposed contract is a 100% Small Business Set-Aside and no offers other than Small Business concerns will be considered. To be eligible for award as a small business, an offer must represent in good faith that it is a small business at the time of written representation as determined by the Small Business Administration. The government does not own data rights to this item, however, will provide product description and commercial item description to all Small Business firms during the solicitation phase. The approximate solicitation issue date will be 20 Feb 2008 with a response by 20 Mar 2008. All responsible sources may submit a proposal which shall be considered by the agency. Specifications, plans, or drawings relating to this procurement described above will be made available and will be furnished by the Government.
