Description
1. CONTRACT INFORMATION
The 496th Air Base Squadron/Contracting Office will issue Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts for Architect and Engineering (A/E) services at Moron Air Base, Spain. A total of two (2) IDIQ contracts will be issued as a result of this advertisement. The performance period for each contract shall be five (5) years; one (1) base year plus four (4) option years. This requirement is unrestricted for all firms; NAICS is 541310; size standard $4.5 million or less in average annual gross receipts.
The maximum total contract fees shall not exceed $300,000 per year, or $1,500,000 total for five years; the maximum fees for each task order shall not exceed $250,000. The minimum guaranteed amount is $2,500 per IDIQ contract, and will be issued on the first task order. All work shall be issued by means of negotiated and competed firm fixed-price task orders.
The first two ranked firms as decided by the selection board will be required to submit firm fixed-prices on wages and disciplines.    Negotiations for the eventual contracts will be held with the first two ranked firms and follow the procedures set forth in the Federal Acquisition Regulation, Part 36, as supplemented.
     
Each task order will be competed between the two firms for fair opportunity to be considered.    Awardees need not respond to every requirement for a task order requirement.    Excluding the initial task order, each Request for Proposals will be non-mandatory proposals.    Firms will be required to submit a No Bid response if they are unable to perform a requirement, which must include a brief statement as to the reasons why they chose not to respond.
In an effort to eliminate conflict of interest issues, the Government will award either IDIQ contract to a prime contractor and their first level subcontractor and/or team members, but not both. For example, a prime contractor, first level subcontractor and/or team members who were selected for one A/E contract will not be considered for the second A/E contract. The separation of contracts is intended to mitigate conflict of interest issues with competing A/E firms.
2. PROJECT INFORMATION
Architect Engineer (A/E) multi discipline design services (Title I), construction inspection/management services (Title II) and other design and construction related services (Other A/E Services) for facility maintenance, renovation, upgrade, alteration, repair and minor construction requirements at Moron Air Base and Geographically Separated Units in Spain.   
Designs shall conform to Department of Defense (DoD) and United States Air Force (USAF) criteria and also comply with Spanish codes and laws and require certification to this effect by registered Architects and Engineers on the official rolls in Spain.
Architect Engineer services include: (1) base-wide infrastructure surveys such as roofing, paving, utility lines, etc.; (2) inspection, evaluation and system certification of mechanical, electrical and fire alarm/suppression systems; (3) development of Base Maintenance contracts, conduct surveys, perform studies, update as-builts, developed Base Comprehensive Plans and (4) environmental projects involving prevention, compliance and restoration when the services of registered architects or engineers are required.
Firms will be required to provide cost estimates, and drawings shall be made available in AutoCAD format. The selected firm shall have on-line access to E-mail and Internet for exchange in correspondence.
3. SELECTION CRITERIA
Pre-selection and selection boards will convene for the selection of firms for two (2) IDIQ Contracts, each for a basic twelve month period and four (4) twelve month option periods. Negotiations for the eventual contracts will be held with the first two ranked firms and follow the procedures set forth in the Federal Acquisition Regulation, Part 36, as supplemented.
Architect Engineer performance under the resulting contracts shall require excellent command (oral & written) of both the English and Spanish languages.
Selection of the A/E firms for this contract will be based on the following evaluation factors listed in priority order of importance:
(1)      Professional Qualifications of Key Personnel    (Point Scale: 15 ? 25).
Defined as general expertise of A/E staff with regard to education levels and year of design experience of professionals. SF 330, Part I, Block E, should show brief resumes of key personnel of the firm/teaming arrangement. The combination of criteria below will be used to determine the ability of the staff to be effectively innovative and contribute to the successful completion of project task orders.    Firms should provide an organizational chart of the proposed team showing names and roles of key personnel.    Responses will be evaluated to determine personnel:
      (a) Experience on federal programs related to work requirements;
      (b) certification/licensing;
      (c) years with company;
      (d) education;
      (e) organizational chart.
(2) Specialized Experience    (Point Scale: 12 ? 22): Defined as the variety of professional disciplines represented in the A/E firm in the type of design work expected to be done during the contract period. SF 330, Part I, Block F, list only current projects or projects completed in the past three (3) years. These projects should show scope and nature similar to this A/E services requirement. Most of the projects designed under this contract will be environmental, renovation, maintenance, repair and minor construction projects. A brief discussion of the challenges faced, actions taken, resolutions and results, and key personnel in Section G that worked on the projects and their roles.
(a)      Specialized experience;
(b)      resolutions and results;
(c)      knowledge of local codes, laws, permits and construction materials and practices of the contract area;
(d)      license registration, certification, or other evidence firm is permitted by law to practice the professions of A/E, and to practice in Spain.
(3) Past Performance    (Point Scale: 12 ? 22). Defined as past performance of the firm with respect to their execution of DOD and other contracts; both government and private shall be evaluated. SF 330 Block H, cite examples of performance and customer satisfaction such as recognition for technical achievements, cost savings, or commendations received by your team for projects similar to the scope of work. Responses will be evaluated to determine:
      (a) Ability to maintain cost, schedule and quality;
(b) customer satisfaction;
(c) past performance.
(4) Geographic Location    (Point Scale: 5 ? 15).    Defined as the geographical location of the firm. The firm is rated with 15 points if located within 500 km from Moron AB; it is rated with 12 points if located within the country of Spain; it is rated with 8 points if located out of the country, but in Europe; and 5 points if located out of the country and out of Europe. Additionally, firms will be rated on knowledge of the locality of the project, availability of A/E staff to meet frequently with Air Force personnel and regulatory agencies at Moron AB, and the ability to mobilize staff to project sites on relatively short notice.
      (a) Firm office location;
(b) ability to attend regularly scheduled teleconference meetings;
(b) ability to mobilize staff to project sites at Moron.
(5) Work Capacity (Point Scale: 5 ? 15). Defined as the variety of professional disciplines represented in the A/E firm in sufficient quantity to accomplish the anticipated level of design work. Higher ratings will be given to firms having licensed professionals in each of the following fields: Architectural (landscaping, environmental design, interior design, etc); Civil (surveying, roads, utilities, etc); Structural (with capability to accomplish certified static/dynamic calculations as required by law); Electrical (interior, exterior) and Mechanical (plumbing, HVAC, etc). Within the SF 330, Part I, Block H, each firm shall demonstrate how they will manage, coordinate and administer the work within the prime and among any teaming partners. SF 330, Part IIs shall only be provided for key personnel from the specific prime office expected to lead this effort and key personnel from the teaming partners proposed to perform the work.
      (a) Licensed professionals in the listed fields;
      (b) capacity to perform work in-house and with teaming members;
      (b) ability to manage, coordinates, and administers work within prime and among teaming members.
(6) Volume of Work (Point Scale: 5 ? 15). Defined as the volume of work previously awarded to the firm by DOD with the object of effecting an equitable distribution of DOD contracts among qualified A/E firms, including small firms and firms that have not had prior DOD contracts. The maximum number of points is initially assigned to each firm under consideration. Points then will be cumulatively reduced by two points for each DOD contract awarded during the previous 12 months. SF 330 Block H should clearly identify, in table format similar to SF 330, Part II, Block 11, the volume of DOD work for the prime contractor. Amounts should represent the total amount of any DOD contract vehicle in which obligation of funds has occurred in the previous 12 months from the date of this announcement.
4. PRESELECTION AND SELECTION BOARD PROCEDURES:
Each board voting member shall rank each A/E firm using the range of points associated with the selection criteria as stated above.    Each board member shall rank in descending order by assigning the number one to the A/E firm with the highest number of points, the number two to the A/E firm with the second highest number of points, and so on.
The final ranking of each A/E firm shall be obtained by adding up the ranking numbers assigned to each A/E firm assigned by each board voting member with the result that the lowest total amount shall correspond to the highest ranked A/E firm.
In the case of a tie between two or more A/E firms, the total amount of points assigned will be used as a tie breaker.
The pre-selection board shall rank all A/E firms considered for selection and the first six ranked firms shall be recommended to the selection board. The selection board shall recommend two firms for selection authority approval. The boards shall use the same procedures outlined here above for all A/E firms considered.     
5. SUBMISSION REQUIREMENTS
Interested firms having the capabilities to perform this work must submit SF 330 to: MSgt Jody Desormeaux, 496 ABS/LGC, Moron ABS. To be eligible for award, submittals must be received no later than 4:00PM, (Central European Time, CET), on      31 March 2008. Submissions are allowed electronically by e-mail at; jody.desormeaux@moron.af.mil. Attachments must be labeled with name of firm and solicitation number (FA5575-08-R-0001). Submittal solicitation number is for identification purposes only. Solicitation packages (specifications, plans, bidders list etc) are not available. Submittals transmitted by facsimile will not be accepted and considered non-responsive.    This is not a Request for Proposal.
To be eligible for contract award, firms must be registered in the DoD Central Contractor Registration (CCR).    Failure to register in the CCR Database may render your firm ineligible for award.    Registration can be accomplished at http://www.ccr.gov/.
Interested A/E firms must submit a Standard Form 330 which can be downloaded from the following web site: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF.    Include your firms DUNS, CAGE and TIN number on the SF 330.
The number of pages per package shall be limited to 100 pages total.    A page is defined as each face of a sheet of paper containing information.    When both sides of a sheet display printed material, it shall be counted as two pages.    Page size shall be 8.5 x 11 inches.    Pages shall be spaced typed.    Except for the reproduced sections of the SF 330, the text size shall be no less than 12 point.    Use at least 1 inch margins on the top and bottom and ? inch side margins.    Pages shall be numbered sequentially.
