Region 1 of the U.S. General Services Administration (GSA), Public Buildings Services (PBS), requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide professional engineering and design services on an as-needed basis. Region 1 of GSA encompasses all six New England States. This project is solicited under the Small Business Competitiveness Demonstration Program and is unrestricted. However, small businesses are strongly encouraged to submit their qualifications. The applicable NAICS codes are 541310 and 541330; the small business size standard is $4.5 million. The resultant contract will be for one base and four option years. The total amount of the base year contract will not exceed $1,500,000. No individual task order will exceed $300,000. Individual option year thresholds will be the same as the base year. The minimum guarantee is $5,000. GSA reserves the right to make a multiple award if it is determined to be in the best interest of the Government. Typical task orders will include, but will not be limited to: Interior space alterations; Furnishing partial and/or complete design or survey services which may involve all disciplines or one or more disciplines including, but not limited to, architectural, structural, civil, fire protection engineering, estimating, mechanical, electrical, geotechnical, asbestos, landscaping; Interior engineering services for reports, investigations, planning, programming, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, estimating and cost/pricing services, energy studies/audits, pre-design services, program/project development, design concepts, design development documents, construction documents, construction inspection/ services, post construction contract services (shop drawing review), materials and other related documents when so authorized by execution of firm fixed price delivery orders. In addition, project management and inspection services will be included as an option on projects designated. The Facilities Standards for the Public Buildings Service establishes design standards and criteria for new buildings, major and minor alterations, and work in historic structures for the Public Buildings Service (PBS) of the General Services Administration (GSA). These standards may be accessed at http://www.gsa.gov/Portal/gsa/ep/channelView.do?pageTypeId=8195&channelId=-14201.; All projects may be designed in the metric system of measurement. The GSA PBS CAD/CIFM office requires the use of the new 2D CAD standard released 29 March 2004. This CAD standard is a concise update of the prior PBS CAD Standard referenced in the P-100, PBS Facility Standards and the CIFM website. The new standard will be posted to the CIFM website www.gsa.gov/cifm. Evaluation criteria are as follows, listed in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location of the firm in the general geographic area of GSA PBS Region 1 and knowledge of locality of the projects. In accordance with the General Services Acquisition Manual (GSAM), in order to receive maximum consideration under this factor, at least 35% of the contract services have to be accomplished within the geographic boundaries established for the project. The GSAM allows a firm up to 45 days from contract award to establish this production capability within the geographic region. Firms which meet the above requirements and wish to be considered are required to submit SF-330's (Architect-Engineer Qualifications) to GSA PBS Region 1, South Service Center (1PL), 10 Causeway Street, Room 985, Boston, MA 02222, Attn: Jim Adamo, Contracting Officer, by 2:00 PM EST on 04/28/2008. Submittals shall be placed in a sealed envelope identified as follows: SOLICITATION NUMBER GS-01P-08-BW-D-0054, IDIQ AE CONTRACT FOR PROFESSIONAL ENGINEERING AND DESIGN SERVICES. This is not a Request for Proposal.

In addition to the SF-330, interested firms may submit supplemental information as necessary to better demonstrate their capabilities and planned approach to perform all contract services within the designated geographic area. Firms shall consider the services required and evaluation criteria stated in the presolicitation notice when determining what information to submit. Supplemental information is limited to no more than twenty (20) double-sided pages, utilizing 12 Font.

Please submit one (1) original and one (1) copy of the SF-330 and any supporting documentation.

If sending by U.S. Mail or UPS, the submission will go directly to our mailroom where it will need to be received by the deadline date and time. The mailroom will deliver all submissions received to the responsible Contracting Officer or Specialist. If sending by FedEx, DHL or courier, the submission will go directly to Room 900, where it will need to be received by the deadline date and time. The receptionist there will accept delivery and notify the responsible Contracting Officer or Specialist in Room 985. Please be advised that all carriers will have to go through security before entering the building. Please factor this time into your trip to ensure that the submission arrives timely.
