Description
The U.S. Environmental Protection Agency requires architect-engineer (A-E) services in the states covered by EPA Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, and West Virginia).     Any resulting contract will be an indefinite-delivery, indefinite-quantity (IDIQ) type contract, under which task orders shall be issued for individual projects.     EPA may elect to award multiple IDIQ contracts for the services described herein.     Each contract will have a performance period of five years maximum.     It is anticipated that each contract will specify a minimum order amount of $25,000 and a maximum order amount of $5,000,000 over the life of the contract. Services which may be required under any resulting contract include schematic design, final design development, construction documents, construction management, and commissioning phase services (with independent Commissioning Agent) for various construction and alteration projects; analysis and documentation for LEED, sustainable design, commissioning, and operations activities; A-E studies, surveys, soil borings, investigative reports; cost estimating and design criteria development; as-built condition verification and A-E drawings to reflect facility modifications; and development of site and utility plans.       Types of projects may include (1) additions, alterations and modifications to existing analytical, research, and vehicle/fuel emissions testing laboratory facilities, and laboratory support facilities, (2) building system modifications and utilities/energy efficiency upgrades, (3) site improvements, including security and sustainable design enhancements, (4) design of fire protection and detection systems and building security and alarm systems.       Firms will be evaluated according to the following criteria, which are listed in descending order of importance:     (A) Firm's demonstrated experience with analytical, research, and vehicle and fuel emissions testing laboratories, laboratory support facilities and site work, and technical competence in performing: space programming, sustainable/LEED certified HVAC/electrical and plumbing engineering, architectural design, and construction phase services; and energy modeling, lifecycle costing and independent commissioning services.     Submittal should include a summary of the firms' experience in implementing its sustainable mission statement and sustainable business practices;     (B) Professional and sustainable design/LEED-Accredited qualifications of proposed key personnel in all major architectural and engineering disciplines required to perform work as described;     (C) Capacity of the firm to complete task orders within a reasonable time period and established budget, including depth of experience of professional staff in the major A-E disciplines, and depth of support staff;       (D) Record of past performance on contracts of similar size and nature (including sustainable design/LEED work) with respect to quality of work, cost control, and compliance with performance schedules; and     (E) Location in the general geographic area of the project, with preference given to those firms located within 300 miles of EPA Region 5's major facilities in Cincinnati, OH and/or Ann Arbor, MI.       This procurement is a 100% set-aside for small business concerns.     The applicable North American Industry Classification System (NAICS) Code is 541330, "Engineering Services", and the relevant small business size standard is average annual receipts for the last three fiscal years not exceeding $4.5 million.     Firms desiring consideration shall submit, via express mail or courier, five (5) copies of Standard Form 330, Architect-Engineer Qualifications, Parts I and II, to the following address:     U.S. EPA, Attn: Cathy Berlow, Architecture, Engineering and Asset Management Branch (3204R), 1300 Pennsylvania Avenue, NW, Room M311, Washington, D.C.     20004.     Note that a separate Part II of the SF 330 is to be submitted for each firm that will be part of the team identified in Part I.     All information must be received at the above address no later than 4:30PM EST, Friday, February 22, 2008.     This is not a request for proposal.
