Description
CLIENT AGENCY:     Department of Homeland Security, Customs and Border Protection (DHS, CBP), and U.S. Department of Agriculture, Animal and Plant Health Inspection Service - Veterinary Services (USDA, APHIS-VS).

SIZE:     Existing 12 acres, with approximately 2 additional acres will be required for the expansion requirements of this port for a total of 14 acres.

3 combination High Occupancy Vehicles (HOV)/bus/Recreational Vehicle (RV)/bicycle/non-commercial primary lanes, 8 expandable to 12 Privately Owned Vehicles (POV)/non-commercial primary inspection lanes; and other major facilities as described below.

BUDGET:     Estimated Construction Cost Award between $60,000,000 and $80,000,000.

Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation?s most talented architects, landscape architects, interior designers, and engineers to design federal buildings/facilities of outstanding quality and value.     These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, reliability, and reduced energy consumption; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values.

In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design in accordance with GSA quality standards and requirements including the P100 (Facilities Standards for the Public Buildings Service), the U.S. Land Port of Entry Design Guide, and the CBP Security and IT Supplemental Guide, dated June 29, 2007.     As required by law, all facilities will meet federal energy goals, including the new standards mandated by U.S. Department of Energy, Energy Policy Act of 2005 (EPACT 2005), security requirements, and the Architecture Barriers Act Accessibility Standards (ABAAS).     The facility will be designed in metric units.     The project will have a goal of a Silver Leadership in Energy and Environmental Design (LEED) certification.

PROJECT DESCRIPTION
The San Luis I LPOE is located in San Luis, Arizona at the International border and Arizona State Road 95.     Since its construction in 1984, this Port has experienced dramatic growth in traffic volumes.     There have been major increases in all modes of traffic through this Port.     Population growth, increased law enforcement activities, national security requirements, changes in trade policies, and outdated facilities and technology have render this Port in need of expansion, upgrade, and repair.

The goal of this project is to reconfigure and expand the existing facilities and move the commercial inspection operation to a new San Luis II LPOE and dedicate this facility into a state-of-the-art Privately Owned Vehicles (POV), High Occupancy Vehicles (HOV)/Recreational Vehicles (RV)/bicycle, and pedestrians inspection processing facility.     The work will include demolition, renovation, and new construction.     The project will include the renovation of the existing Main Building, primary POV inspection booths, secondary POV inspection stations, pedestrian primary and secondary inspection area, HOV/RV inspection area, head house, screened impound inspection area, Non-Intrusive Inspection (NII) area, seized property vault relocation, expansion of the kennels, generator backup, incinerator relocation, outbound facility, governmental parking areas, and associated roadwork to facilitate the renovated site.     In addition, the project will incorporate cost-effective and innovative strategies to meet EPACT 2005 energy goals to reduce energy consumption.     The project will also incorporate a commissioning agent that will be involved throughout the project from design inception through occupancy.

The Port will remain active during the renovation work.     The phasing of work must not interfere with the port operation.     Temporary facilities shall be incorporated into the design and construction to maintain Port security and operations during construction.
The final design should make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, the new standards mandated by EPACT 2005, and the welcoming of visitors and citizens to the United States of America.

A traditional design-bid-build, fixed price contract will be the contract method used on this project.

SCOPE OF WORK
The scope of professional services will require at a minimum:     Professional architecture services, landscape architecture services, engineering, traffic engineering, interior design, and related consulting services for concept design documents, design development documents, metric construction documents, specifications, cost estimates, value engineering services, life cycle cost analysis, Computer-Aided Design (CAD), including Building Information Modeling (BIM) - (GSA requiring spatial program building information models as a minimum requirement for submissions to the Office of the Chief Architect for final concept approvals by the PBS Commissioner; GSA supports the use in all projects of mature 3D-4D-BIM technologies - spatial program validation and beyond - at strategic project phases in support of specific project challenges) and Post-Construction Contract Services (PCCS).     The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for the Public Buildings Service), including LEED Silver certification; EPACT 2005 compliance; customer agency requirements, including the U.S. Land Port of Entry Design Guides.     All facilities, existing and new, incorporated in the design, shall conform to the latest building codes, including but not limited to the most current seismic standards, security requirements, utility systems, fire safety, and the ABAAS.

SELECTION PROCESS
This is a Request for Qualifications (RFQ) of A/E Firms/Lead Designers interested in contracting for this work.     The A/E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design.     The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design.     The Lead Designer will also be involved in commissioning an artist or artists for this project and in assisting with the successful integration of works of arts into the architectural design.

A/E firms are advised that at least 35% of the level of contract effort must be performed in the State of Arizona.     During Stage II, the A/E must demonstrate that they meet the geographic limitation.     The A/E firm will address the contractual relationship with the Lead Designer and project team in Stage II.

The A/E selection will be completed in two stages as follows:     In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Designer and Design Firm.     In Stage II, shortlisted Lead Designer-A/E teams will go through the presentation/interview process.

STAGE I
All documentation will be in an 8 ?? x 11? format.     The assembled content for the Stage I portfolio should be no more than 1/4 inch thick.     Submissions may be double-sided where feasible.     The portfolio should include the following:     a cover letter referencing the Federal Business Opportunities (FedBizOpps) announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; and responses to the submission requirements and evaluation criteria listed below.     An A/E Evaluation Board consisting of a private sector peer and representatives of the client and GSA will evaluate the submissions.     The Board will establish a shortlist of three to six firms.

Identification of team members, other than the Lead Designer(s), is not required at this stage.     Consultant and ?production firm? (if different from the Design Firm) information should not be included in the Stage I portfolio.

Submission Requirements and Evaluation Criteria for STAGE I:

PAST PERFORMANCE ON DESIGN (35%):     The A/E Firm(s) will submit a portfolio of not more than five projects completed in the last ten years (maximum of five pages per project).     The narrative shall address the design approach with salient features for each project and discuss how the client?s program, function, image, mission, economic, schedule, and operational objectives-including energy conservation and life cycle cost strategies-were satisfied by the overall design/planning solution.     It should comment on the relevance of submitted projects to this project, including dealing with remoteness, a harsh climate, energy conservation, traffic engineering, the phasing of a project that must be secure and operational 24/7, and cost-effective innovative design.     This section of the submission should include tangible evidence such as certificates, awards, peer recognition, etc. demonstrating design excellence, and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers.     A representative floor plan, a site plan, a building section, or other appropriate drawing, and a minimum of two photographs must be included for each project.

PHILOSOPHY AND DESIGN INTENT (25%):     In the Lead Designer?s words (maximum of two pages), as related to this project, state:     the parameters of an overall design philosophy; his/her approach to the challenge of public architecture and related issues; parameters that may apply in creating a secure and welcoming state-of-the-art land port of entry facility and commitment to energy conservation, as well as integrated and sustainable design.

LEAD DESIGNER PROFILE (15%):     Submit a biographical sketch (maximum of three pages) including education, professional experience, and recognition for design efforts inclusive of the portfolio examples.     Identify and describe areas of responsibility and commitment to each project.

LEAD DESIGNER PORTFOLIO (25%): Submit a portfolio representative of the Lead Designer?s ability to provide design excellence.     Address his or her participation in each project.     If a single designer, submit a portfolio of up to three projects completed in the last ten years (maximum of five pages per project).     If the Lead Designer is a team, submit graphics and a description of up to two projects from each Lead Designer or Lead Design discipline.     The narrative shall address the design philosophy with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, operations, energy conservation, and maintenance objectives were satisfied by the overall design/planning solution.     Include tangible evidence such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1) Past Performance on Design, the Lead Designer shall address his or her participation in the project.

STAGE II
The shortlisted firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants.     Sufficient time will be provided for the Lead Designer-A/E Design Firm to establish its team.     The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team.     The Government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement.     The Board will interview each team.     Candidates should be prepared to discuss all aspects of the criteria indicated in Stage I and these Stage II evaluation criteria:     Design Team Performance (50%); Team Organization and Management Plan (30%); Professional Qualifications (15%); and Geographic Location (5%).     The team must demonstrate their ability to fulfill all project requirements.

The Government will amplify the Stage II evaluation criteria and the date Stage II submittals are due with the Stage I short-list announcement.     A Small Business outreach conference will be held in Stage II, at a specific location in Yuma, Arizona to be determined by the Contracting Officer.     In Stage II evaluations, emphasis will be placed on the Lead Designer-A/E Team?s understanding of the high priority aspects of the project, their design philosophy, project management process, and their cost and quality assurance plan.     Responses to the evaluation criteria and interview questions will be used to rank the Lead Designer-A/E Teams.

A total of six (6) copies shall be submitted.     The following information must be on the outside of the sealed envelope: 1) Solicitation Number/Title, 2) Due Date, and 3) Closing Time.     Late responses are subject to FAR 52.214-7.

This procurement is being made under the Small Business Competitiveness Demonstration Program (FAR 52.219-19).     This procurement is open to small and large business concerns.     Before award of the contract, the A/E (if not a small business of no more than $4,500,000 gross average receipts per year over a three (3) year time frame) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507.     Small, women-owned, and small disadvantaged firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses.     All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their original submitted teams (Stage II).

Contract will be procured under the Brooks A/E Act and FAR Part 36. In this process, the government will award to the most highly qualified A/E team with whom it can negotiate a fair and reasonable price.     The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process.     This is not a Request for Proposals.
