The Federal Aviation Administration (FAA) has a requirement for the acquisition of a Business Intelligence and Reporting Platform consisting of software, licensing, and support/maintenance for development and production Business Intelligence (BI) environments. These environments will allow developers to produce and publish web-based reports and management dashboards from a variety of data sources including Oracle relational database management system (RDBMS). The FAA intends to solicit and negotiate only with Actuate, San Mateo, CA. This is done in accordance with AMS Policy 3.2.2.4. A firm-fixed-price purchase order will be awarded to fulfill this requirement.
The requiring office conducted market analysis from March 2008 to May 2008. The results of this analysis support our determination to solicit and negotiate with only one firm. It was determined that only Actuate is able to meet all eight technical requirements to support the FAA's current development and production environments.
