| The Department of Healthcare and Family Services (Department) is seeking to enter into a sole source contract with Brant Fries, Ph.D. for FY09 to assist in the development and implementation of a payment system for services provided to persons with serious mental illness who reside in Institutions for Mental Disease (IMD). These services will allow the Department to comply with the implementation of a payment methodology required by 89 Illinois Administrative Code 147.5. Dr. Fries also will assist in the identification and analysis of resident characteristics predictive of successful transition from nursing homes to the community per the Money Follows the Person federal demonstration project for rebalancing the long term care system. |

| Sole Source Only Justification: | The Department is required to implement a payment methodology using the Illinois Minimum Data Set-Mental Health (MDS-MH) appropriate for the care needs of the IMDs' resident population no later than July 1, 2010.
Dr. Fries is an international expert and developer of resident assessment instruments, which includes MDS-MH. MDS-MH is often the basis for rate setting, quality monitoring and care planning. He was the lead researcher in the development of the Resource Utilization Group model of reimbursement for long term care facilities that is used by the federal government for Medicare and is used by nearly half of the states for Medicaid nursing facility reimbursement.
The Department is not aware of any other entity that can provide the level of service through research, experience and evaluation of methodologies for reimbursement and data monitoring regarding persons with serious mental illness. If the Department is not able to contract with Dr. Fries for the development, analysis and evaluation of a reimbursement system for services provided to persons with serious mental illness, the Department may not be able to comply with the payment methodology mandated by 89 Illinois Administrative Code 147.5. The Department would also fall short in its' transition efforts as outlined in the Money Follows the Person demonstration. |
