This is a combined synopsis/solicitation for brand name Blue Marble Software licenses in accordance with FAR Subpart 12.6, as supplemented, using FAR Part 13 Simplified Acquisition Procedures, and the instructions and requirements specified in this notice. The National Geospatial-Intelligence Agency is soliciting formal quotations and intends to award a firm-fixed price purchase order pursuant to Federal Acquisition Regulation (FAR) Parts 12 and 13 for brand name Blue Marble software licenses, with line items as follows: Item 0001 Blue Marble Geographics Geographic Calculator, version 7.0, WITH SUPPORT, wide area network, 2 EA clients; item 0002 Blue Marble Geographics Geographic Transformer, version 5.2, WITH SUPPORT, wide area network, 2 EA clients; item 0003 Blue Marble Geographics Geographic Translator, version 3.0, WITH SUPPORT, wide area network, 2 EA clients. This notice serves as the combined synopsis and solicitation. No additional solicitations will be issued to request quotations in fulfillment of the line items described herein. Quotations are requested as a result of this notice by email to Susan.G.Legatowicz@nga.mil prior to the closing date and time indicated in this notice. To be considered for award, prospective offerors must quote prices for all line items listed above, on an all or none basis. Multiple awards and / or partial awards will not be made as a result of this notice. Offerors quotes must specify prices at unit, extended line item, and for the total package quoted. To be considered for award, contractors must be authorized and licensed by the manufacturer to sell the software listed in this notice and to provide software support as indicated within line items specified above. Contractors that are not licensed and authorized by the manufacturer to sell the items listed herein and / or to support products as required herein will not be considered for award. This solicitation is for new products only. Offering pre-owned products is unacceptable and non-responsive to this notice. This combined synopsis / solicitation is issued on a limited sources basis due to the agency s need to acquire brand name Blue Marble software licenses. Brand name: Blue Marble software products possess several functions the NSG primary office of responsibility for coordinate systems, datum, datum transformations, projections, and grids requires. Blue Marble products possess functions that relate GIS aspects with these geodetic principles that other products do not.
The solicitation pertaining to this requirement is NSN8G28170AS01. Requirement: Blue Marble Software Licenses, line items listed above, WITH SUPPORT for line item 0003, Blue Marble Geographics Geographic Translator. Delivery requirement: not later than 15 days after receipt of order, FOB / Acceptance at Destination, with delivery to NGA ESAI ATTN John Curtin, 3838 Vogel Rd MS L74, Arnold, MO, 63010-6238. The Government reserves the right to cancel this solicitation, with no obligation incurred by the government to any prospective offeror. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The provisions at FAR 52-212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Pursuant to FAR 13.106, basis of award will be comparative analysis and evaluation of technically acceptable contractors price quotations. Offerors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the following clauses: FAR 52.203-3, Gratuities; DFARS 252.247-7023, Transportation of Supplies by Sea. Vendors must be approved and registered in Central Contractor Registration (www.ccr.gov) before award can be made. Award to the successful offeror will be made via Purchase Order. In order to be considered for award, offeror quotations must be received electronically by the Contract Specialist by the closing date and time specified in this notice.
