REQUEST FOR SUBMITTAL OF A PROPOSAL FOR A MASTER PLANNING STUDY OF THE BARN AREA (BA)
Introduction: The University of California, Riverside (UCR) requests proposals from qualified consultants to assist the Office of Capital and Physical Planning in preparing a small master planning study of the Barn area and the west entrance to the East Campus via Canyon Crest Drive. The study will focus on a specific area of the campus (approximately 9 acres) and will identify a preferred layout of the areas adjacent to the intersection of Canyon Crest and West Campus Drive, including the Sproul Hall parking/service area, commuter parking and/or landscape areas and neighboring circulation and buildings within the Barn group. This area has been developed in several master planning studies but needs further refinement at this time. This study will include the relocation of the Cottage (one of the original buildings on campus circa 1917) and its incorporation into the existing Barn group (also historical) to create a new entertainment and dining complex. The new complex will include the Barn (currently used for noontime dining and some special events) and Cottage (recently vacated and to be relocated via this study), the Barn Theater (used by the College of Humanities, Arts and Social Sciences (CHASS) for dance instruction, and the Barn Stable (recently used for storage) and associated outdoor spaces.
Background: The 1,121-acre UCR campus is located three miles east of downtown Riverside and is bisected by the I-215/SR-60 freeway. The 609.7 acres east of the freeway include the academic core and most of the existing campus facilities including the historic buildings being considered by this study; the 511.3 acres west of the freeway includes Agriculture Research and Teaching Fields and support facilities, a large parking lot, administrative facilities (Highlander Hall and Human Resources), the University Extension (UNEX) facility, and International Village student housing. UCR is experiencing a growth cycle with a present enrollment of approximately 17,000 students (headcount) that is expected to increase to an estimated 25,000 students by 2015-16.
Proposed Project: The selected consultant will be required to produce written, graphic, and digital documentation of the master planning study and preferred design concept developed with input from several UCR units. The final product will include, but is not limited to: A preferred program including types of space and use; Potential expansion of existing facilities such as the Barn Theater, relocation and siting of the Cottage, interior and exterior improvements to create an entertainment and eating venue, while potentially relocating some of the parking and delivery services for the complex including assessment of the Sproul Hall service area which is near the existing entrance to the Barn patio; and Hardscape and landscape enhancements to the arrival experience to the East Campus from the underpass at Canyon Crest and the I-215/SR 60 freeway and other vehicle and pedestrian circulation in the area.
Scope of Required Services: The consultant will: 1. Review schedule and deliverables with the project management team (PMT) which will include staff from Capital & Physical Planning and the Office of Design & Construction, and a planning committee to include, but not limited to, from Housing & Dining Services, Parking, the College of Humanities, Arts and Social Sciences, faculty, and representatives from Associated Students UCR (undergraduate) and Graduate Student Association to assist the consultant in developing the study); 2. Use existing data, surveys, interviews, and other applicable sources/documents to obtain necessary information as well as developing new data, surveys, interviews as needed to develop the preferred master planning program and study; 3. Provide an analysis of alternatives and provide recommendations for the concepts further refinement into a preferred alternative which will reflect the defined users character and space needs and to enhance opportunities for increased user demand and capacity; and 4. Prepare an Administrative Draft for PMT review, a Draft for Planning Committee Review, and a Final Master Planning Study that includes, but is not limited to the items identified above.

Planning Team: The consultants should create a study team made up of individuals such as architects, landscape architects, facility planners with experience in programming academic performance space, entertainment and dining venues.
Process: The planning process will require interactive meetings, planning sessions, workshops, conference calls, and presentations. The proposal submitted by prospective consultant teams should anticipate a minimum start-up period of one to two weeks for orientation meetings with the UCR PMT prior to the first formal planning committee meeting. During the course of the planning process, the consultants will be responsible for producing all meeting minutes and associated handouts in an electronic format for review and distribution by the UCR personnel. The minutes will be included in the final report. In addition to the committee meetings, the consultants will present the concept alternatives to the campus Design Review Board (DRB) and the Capital Coordinating Committee (C-3) for a preferred alternative and again to DRB and C-3 with the final study/concept. These approval moments can be scheduled to coincide with committee meetings to limit consultant trips.
Deliverables: Five copies of an Administrative Draft of the Study will be required for review by December 8, 2008. Ten copies of the Draft must be submitted by January 12, 2009. All electronic documentation must be consistent with UCR standards. Ten copies of the final study shall be submitted by January 29, 2009, as well as one unbound, camera-ready copy and an electronic copy.
Qualifications: Prospective consultants should assemble a team that has the following qualifications: 1. Outstanding credentials in campus master planning and design studies to include dining, entertainment, circulation and parking facilities; 2. University of California experience and/or other campus experience at a public research oriented college or university; 3. Qualifications in formulating strategies relative to relocation and reuse of historical structures; 4. Demonstrated experience in developing architectural and landscape programming and cost analysis. Highest consideration will be given to consultants with demonstrated understanding of higher-education oriented dining and entertainment facilities, familiarity with the University of California process, and responsiveness to the needs of the UCR campus.
Proposed Format: The proposals should be concise and contain the following sections in order as shown: 1. Introduction - Describe philosophy of the firm and areas in which the firm excels. Describe what is unique about the firm, its goals and objectives; 2. Approach - Describe specific techniques to be employed. Outline anticipated work plan and schedule. Describe how your team will work with the UCR PMT and the planning committee; 3. Statement of Qualifications/Team Description and Relevant Professional Experience - Provide names and educational background of each team member, including sub-consultants, if applicable, specifically identified to work on this project and will represent the firm(s) at the interview, if chosen for such. Describe experience and proposed role for each team member; 4. Project Experience - List projects in reverse chronological order in which team members were involved similar in nature to this study. Indicate whether project was done by firm or by team member when employed in another firm; 5. References - Provide names, addresses, and telephone numbers of previous clients who can evaluate completed work; 6. Illustrative Materials - Provide a limited representation of promotional photos and drawings; and 7. Fee Proposal - Provide one copy of the total fee proposal with supporting details in a separate, clearly identified sealed envelope. Estimates should be provided for time and work effort required, hourly billing rates, and estimated reimbursables (e.g., printing and copying expenses) not covered by fees.
Selection Process: All proposals will be examined for merit and ranked by a screening committee according to quality and responsiveness to the Proposed Format above. The top proposals will be placed on a short list of finalists and will be called for interviews. Team members giving the presentation shall consist of those who will actually direct and complete the study. Upon completion of the interviews, fee proposals will be evaluated. The firm selected as first choice will be notified and asked to negotiate final terms of the contract with the Vice Chancellor, Academic Planning and Budget. Authorization to proceed with the project will occur thereafter.
