Description:
Mystery Ranch is the manufacturer for all the items listed above. However, if another manufacturer is able to make similar products that will perform to the same level as the Mystery Ranch products, then please submit a quote for an "OR EQUAL" product.
Purpose: Our requirement is for a modular, rucksack based carrying system capable of carrying a 7PRTM mass casualty kit and ancillary personal/mission essential gear equipment. The carrying system should be capable of hauling a minimum of 125 lbs and capable of hands free man carrying of a non-ambulatory casualty. The system should have a 5000 cu-in (approximately 82 L) capacity.
NICE Frame Back Packs specifications: Must be able to carry approximately 125+ lbs (approximately 56+ kg). Must have a comfortable and flexible frame system. Color = Foliage (Gray/Green).
Crew Cab Back Packs specifications: 1900 cu-in (approximately 31L) to 5000 cu-in (approximately 82L) capacity. Composed of three separate compartments. Should have multiple configurations so that it can be used as just a day pack or a back pack designed to last for a trip of multiple days. Must be compatible with the Day Pack Lids "OR EQUAL" which will lock on loads that extend over the top of the frame. Must be compatible with the NICE Frame "OR EQUAL" for the Crew Cab "OR EQUAL" to be mounted on the frame. Color = Foliage (Gray/Green).
Day Pack Lids specifications: Front pocket should hold up to a 100 oz. hydration reservoir and has a port for the hose. Must include shoulder strap assembly so that the lid can be worn as a day pack. Must have a two pocket design. Volume: approximately 900 cu-in (15L). Must haul at least 20 lbs (approximately 9 kg).
Color = Foliage (Gray/Green).
Large Load Cells specifications: Used to organize and hold gear. Internal compression makes it easy to close the zipper. Approximately 1400 cu-in (23 L) capacity. Color = Foliage (Gray/Green)
Small Load Cells specifications: Used to organize and hold gear. Internal compression makes it easy to close the zipper. Approximately 950 cu-in (16 L) capacity. Color = Foliage (Gray/Green)
The Crew Cab pack should fit one Large Load Cell and Two Small Load Cells easily.
All quoted products must be compatible with each other.

PLEASE INCLUDE DESCRIPTIVE LITERATURE, AND/OR COMPLETE SPECIFICATIONS IF PROVIDING AN "OR EQUAL." Also provide Part number and manufacturer of quoted items.
52.225-2 Buy American Certificate.
As prescribed in 25.109(a), insert the following provision:
BUY AMERICAN CERTIFICATE (June 2003)
(a) The offeror certifies that each end product, except those listed in paragraph (b) of this provision, is a domestic end product and that the offeror has considered components of unknown origin to have been mined, produced, or manufactured outside the United States. The offeror shall list as foreign end products those end products manufactured in the United States that do not qualify as domestic end products. The terms "component," "domestic end product," "end product," "foreign end product," and "United States" are defined in the clause of this solicitation entitled "Buy American Act-Supplies."
