The City of San Carlos began implementation of its Construction and Demolition (C&D) Debris Recycling Program in July 2001. The program was implemented in response to AB 939, which requires that all jurisdictions in California reduce by 50% the amount of waste going to landfills.

The City ordinance states that all C&D projects that have a minimum valuation of $10,000 and will generate more than 5 tons of C&D debris will be subject to the program requirements. In addition, any re-roofing with wood shingles, asphalt, tile, stone, concrete or slate is also subject to these program requirements. The program requires at least 60% of the total waste be recycled and at least 25% of these materials must be non-inert material. It also requires projects that generate waste comprised of at least 95% inert materials, to divert at least 60% of all generated tonnage.

The ordinance also requires a cash deposit of $50 for each estimated ton of construction and/or demolition debris from a specific project. This deposit will not be less than $1,000. The recycling deposit will be returned once weight tickets or other appropriate documentation is provided to the City verifying that the material has not been landfilled.

Background:

Objectives:

The purpose of this RFP is to identify a firm that will assist the Building Division of the City s Community Development Department in expanding their implementation of the City s C&D ordinance and provide recommendations to increase diversion from this sector. The successful proposer will develop procedures and processes to be followed by City staff, provide outreach and training to City staff, and assist the City with all aspects of implementing the C&D ordinance currently in place.

A direct result of this implementation will be the expansion of recycling, reuse and diversion activities on C&D projects.

The primary goals of this project are to:

  • Develop administrative procedures, protocol, outreach and training that are in accordance with the C&D ordinance.
  • Implement a process that will provide longevity of efficient and cost effective management of the C&D Waste Management Plans and deposits.
  • Assist the Building Division with the enforcement and reporting requirements of the City s C&D ordinance.
  • Develop suggestions on how to improve the ordinance including ways to increase reported diversion of materials and ways to integrate the ordinance with the City s Permit Streamlining program.

Scope of Work

  1. Interview the Building Official, Community Development Director, Building Division counter personnel, and other City staff that are or may be involved with administering the City s C&D Waste Management program.
    1. Determine the current process for the City s C&D Waste Management program and the permit process.
    2. Identify and explain procedures to efficiently process Construction & Demolition (C&D) materials and determine what the Building Division staff consider feasible to implement and maintain.
    3. Compile a list of goals, action items and a timeline/implementation schedule.
  2. Develop administrative procedures and protocol to implement and manage the City s C&D Ordinance.
  3. Develop compliance forms, a data compilation spreadsheet and any outreach needed to assist residents, businesses and contractors in understanding the C&D diversion requirements.
  4. Develop a marketing strategy to inform residents, businesses and contractors about the ordinance and new process of requiring C&D Waste Management Plans. This can include newsletters, notices within city, website, etc.
  5. Develop an employee orientation and training manual. This will enable City staff to learn how to best assist residents, businesses and contractors, as well as provide a training tool for new personnel.
  6. Provide on-site training to City staff to bring them up to speed with the new procedures.
  7. Provide support services to City staff by being present at the Building Division counter intermittently or on a scheduled basis and after training City staff. Use time to ensure that the staff understands their responsibilities and evaluate the process.
  8. Provide City staff assistance with managing the C&D Waste Management Plans and deposits on a daily or weekly basis, as needed. This would include providing personnel to staff the Building Division counter, assist with data entry, enforcement and reporting. Please include in the proposal a schedule to provide these services and the costs.

Requirements:

Your proposal shall include:

  • Cover letter on the firm s letterhead.
  • Proposed scope of work including details on personnel used for each task, implementation schedule and proposed deliverables.
  • Information on your company, including all contact information.
  • Information on all individuals who will be working on this project. Please include copies of resumes and denote the project manager and any other staff assigned to this project.
  • Explanation on the firm s and individuals experience related to C&D recycling, administration of C&D ordinances, managing Waste Management Plans, and working with cities on recycling and waste management type projects.
  • At least 3 references, including contact name, phone number, email address, relationship, scope of contract and annual or project budget.
  • Rate(s) for service on this project. The rate schedule should include the hourly rate for all personnel assigned to this project and provide any assumptions used for the hourly rate and other costs.

Questions pertaining to this procurement must be submitted by 3:00 pm on June 16, 2008.
