This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with BD Biosciences, for a BD FACSAria Laser System upgrade, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-8048. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 dated 6/12/08. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. The National Institute of Allergy and Infectious Disease (NIAID), Rocky Mountain Laboratories (RML), has been charged with performing basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. The Research Technologies Section (RTS) of RML has a need to upgrade the current BD FACSAria system with a solid-state 50mw violet laser and two Photo-Multiplier Tubes (PMT). SCHEDULE: The contractor shall provide to the RTS services to install and provide a 50mw watt violet laser and two PMTs. The contractor shall work with our RTS FACs technician towards the installation and support of a violet laser and two PMTs, that shall upgrade our existing BD FACsAria system while being 100% compatible with the BD FACsAria system currently functioning in the RTS. The PMT detectors shall be installed on the new fiber-launched solid state 50mw violet laser on the FACSAria here at RML. Installation of the violet laser upgrade shall in no way negatively affect the current service and support contract for the BD FACsAria system. Delivery shall include installation and warranty. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT.
