The National Assessment Governing Board is preparing to set achievement levels on the 2009 National Assessment of Educational Progress (NAEP) in Science at Grades 4, 8, and 12. The Governing Board plans to issue a Request for Proposals in April-May 2008, under full and open competition. Proposals will be due in July-August 2008. The period of performance is anticipated to be twelve (12) months with one twelve month option period.

The science achievement levels will be set in accordance with the Governing Board's policy for setting achievement levels. The Board's policy on achievement levels was adopted in 1990 and has been amended several times thereafter. Achievement levels-setting procedures for science shall take into account the unique features of NAEP as a survey of student performance for which no individual student scores are reported; the specific features of the NAEP 2009 framework and specifications; the history of NAEP achievement levels; the Congressional requirement to show that NAEP achievement levels are useful, reasonable, and valid; and current research in standard setting.

The basis of contract award will be the technical capability of the offeror to provide the required services combined with cost factors. All responses received by the due date will be given full consideration

The National Assessment Governing Board is seeking a contractor to implement a bookmark-type standard setting procedure to produce recommendations for setting achievement levels for the National Assessment of Educational Progress (NAEP) for science at grades 4, 8, and 12. The Governing Board invites proposals for implementing standard setting methodologies and procedures that are appropriate to the assessment and consistent with Governing Board policies on achievement levels. (Please refer to http://www.nagb.org for more information.) The work will include identifying well-informed and well-qualified panelists to engage in a process of extensive training for making informed judgments regarding the cut scores to represent performance of students in grades 4, 8, and 12, on the science NAEP at the Basic, Proficient, and Advanced levels of achievement. In addition, proposals will need to describe a methodology for selecting illustrative items to use in reporting student performance relative to the achievement levels. Finally, proposals will need to describe information that will be provided to the Governing Board in support of the validity of the achievement levels-setting process. The Governing Board will determine final achievement levels to be used in reporting the 2009 NAEP science assessment results.

The period of performance will be 24 months: approximately September 25, 2008 through September 20, 2010. All requests for the RFP shall reference the RFP number above. The Statement of Work will appear on the Governing Board website http://www.nagb.org on or after July 7, 2008.
