Description
The National Cancer Institute (NCI), Office of the Director (OD), plans to procure on a sole source basis with Dr. Arnold Kaluzny; 102 Pine Lane, Chapel Hill North Carolina 27514, to provide services, recommendations, and guidance on evaluation strategies for the NCI Community Cancer Centers Program (NCCCP).

The North American Industry Classification System Code is 541990 and the business size standard in $6.5M.     This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106.

The NCI is developing a program to accelerate the delivery of cancer care and research in community-based locations through the development of an NCI Community Cancer Centers Program (NCCCP).     The NCCCP seeks to: draw more patients into clinical trials in community-based settings; reduce cancer healthcare disparities; prepare sites for standardizing the collection and storage of voluntarily donated biological specimens for cancer research; and link sites to national computer networks that support basic, clinical, and population-based cancer research.

Contractor Requirements: Contractor shall provide recommendation and guidance on evaluation strategies needed to convert these concepts into appropriate research questions, definition of metrics and evaluation criteria to measure success of the pilot.     Contractor shall provide recommendations and guidance regarding the content of the Evaluation Oversight Committee (EOC) which includes: EOC meetings; organizational aspects of the NCCCP program from the discipline of Organizational Behavior and Knowledge of Community-based Cancer Programs; implementation of program components, objectives of the program, and content related to the evaluation plan; provide communication strategies and information needs regarding the NCCCP program.      

Dr. Kaluzny is the only source known to the NCI that can provide the expertise with the understanding and familiarity with the NCI programs, community cancer care as well as expertise in review and evaluation processes.     Dr Kaluznys research and expertise focuses on organizational factors affecting program implementation and change in a variety of health care organizations with specific emphasis on cancer treatment, prevention and control; continuous quality improvement initiatives in organization and in primary care settings as well as alliances within health care.     This expertise has focused on the science base of policy and practice.    

Dr. Kaluzny is a nationally known evaluator of governmental institutions.     He is the author of Managing a Health Care Alliance-Improving Community Cancer Care.     Dr. Kaluzny has served as a consultant to a number of private research organization and various international, federal, and state agencies which include project Hope, the World Heath Organization and many others.      

Period of Performance shall be twelve (12) months from date of award.

This is not a request for competitive quotation.     However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities.     The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement.     An original and one copy of the capability statement must be received in the contracting office by 11:00 am ET on February 19, 2008 to Malinda Holdcraft, Contract Specialist.     All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov.     It is the vendor?s responsibility to insure questions have been received.     A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.     Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.     No collect calls will be accepted.     In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.     Please reference NCI-80033-NG on all correspondence.
