Description
In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), plans to procure on a sole-source basis in accordance with 13.106-1(b)(1), with Duke University Medical Center, 4321 Medical Park Drive, Suite 200, Durham, NC 27704; for services to perform metabolomic profile assays on previously-collected, serum samples from a population-based Polish case-control study of breast, endometrial, and ovarian cancers.     Specifically, tandem mass spectrometry (MS/MS) and gas chromatography-mass spectrometry (GC/MS) assays will be used to quantify circulating levels of amino acids, acylcarnitines, and fatty acid metabolites in previously-collected serum samples from 260 breast and endometrial cancer cases, 260 controls, and 52 women selected as quality control samples.     Duke University is the only vendor known to the HREB that is uniquely qualified to meet the requirements of this effort without the introduction of new variables into ongoing research.     Duke University has extensive experience in the metabolomic profiles of obese subjects and the profile changes induced by weight loss.     They are unique in that they are able to provide quantitatively rigorous data for clusters of analytes in each of the three analtye classes (amino acids, acylcarnitines, and fatty acids), as opposed to screening labs that simply search for appearance of aberrant analyte peaks.     Duke University has experts on matebolomics in subjects without inborn errors of metabolism and who have optimized the assays for "normal populations".     Duke University is uniquely able to perform the assays in a high throughput manner to complete the work.     This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities.     The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI Researcher to determine if the party can perform the requirement.     An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on September 4, 2007. Faxed and emailed capability statements are NOT authorized.     All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov.     It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received.     A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.     Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
