Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). The FMVSS also includes a Regulatory Review Plan for components which establishes a systematic review process and schedule.
Specific Requirements: NHTSA plans to procure Engineering Assessment of Current and Future Vehicle Technologies which will provide research and analysis support for the technology assessments component of the Regulatory Review Plan being implemented by the Office of Vehicle Safety Planning and Analysis (NVS), National Highway Traffic Safety Administration (NHTSA). This includes identifying technology developments in vehicle systems and vehicle safety systems that are associated with each standard, engineering analysis/assessment of the relationship of these technologies to components of the standard, and identifying elements of the standard that are affected by these technologies, and identifying potential changes to the standard to address these technologies. The contractor shall perform Information Collection on Current Production and Prospective Motor Vehicle Technologies and Vehicle Systems Assessment and Analysis.
The Contractor shall furnish personnel and facilities to perform Engineering Assessment in conformance of the requirements of the Federal Motor Vehicle Safety Standards (FMVSS). The Contractor shall perform and complete deliverables within the time specified and shall submit deliverables as required by the schedule.
Contract Award: NHTSA intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) Time and Materials contract. The contract will include a three (3) year base period and one (1) twenty-four month option period resulting in a total possible performance period of five (5) years.
This solicitation is full and open competition.
Solicitation: The solicitation DTNH22-08-R-00091 will be available for downloading from http://www.fedbizopps.gov/ on or about March 19, 2008. All questions regarding this solicitation must be submitted in writing via e-mail to chelly.johnson-jones@nhtsa.dot.gov no later than March 31, 2008. The anticipated award date for this resultant contract is expected on or about June 30, 2008.
