The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole-source basis with Pond Engineering Laboratories, Inc, 2401 S. County Road 21, Berthoud, CO 80513, for the procurement of one (1) Model K52, Argon Triple Point Cell with Integrated Maintenance System-Single Well (includes the IEEE-488 Remote Controller Interface Option). This Argon Triple Point Cell is an intrinsic standard with a precise temperature vale of -189.3442 Celsius. The standard is used to identify the accuracy of measurement values by standard Platinum Resistance Thermometers (SPRTs). The sealed triple point cell contains 99.9999% pure argon chemical properties to identify the unit fixed point temperatures. Design, chemical purity of the argon thermal radiation shields and thermal controls provide a triple point cell that can calibrate 3 capsule or long stem SPRTs simultaneously, and maintain flat temperature plateaus for more than 16 hours with a measured uncertainty better than +/- 0.0005 Kelvin s.
NAWCADLKE intends to procure under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Pond Engineering Laboratories, Inc. is the only known source and possesses the design, technical data and drawings necessary to manufacturer this Argon Triple Point Cell which is the only unit that meets the Government s requirements.
This synopsis is not a request for competitive proposals. Companies interested in providing an offer must be able to demonstrate in writing, by 10 June 2008, their capability to provide this equipment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
