Description
The Food and Drug Administration is seeking small business sources to provide a light source/monochromator/filter system.     This is a REQUEST FOR QUOTATION (RFQ).     This announcement constitutes the only solicitation and a written solicitation will not be issued.          
Requirements:     The light source/monochromator/filter system must, at minimum, consist of the following, which is configured to precisely match the dimensions and configuration of the Bruker Biospin ESR system.    
1. A 1000-Watt Xenon arc lamp, arc lamp adapter, safety interlocks and dedicated power supply with fused silica lens condenser, rear reflector and forced air cooled lamp housing.    
2.     A liquid filter to remove excess infrared radiation emitted by the lamp and thereby eliminate heating effects
3.     A multiple filter holder that will fit in the optical system and allow UVA, UVB and Visible bandpass filters to be used for broadband studies
4.     A neutral density filter set suitable for UV wavelengths (four filters 80, 50, 30 and 10% transmission) to adjust light intensity without changing lamp power output.
5.     Lenses to focus the lamp output onto the entrance slit of the monochromator.
6.     A monochromator with 200mm focal length, adjustable entrance and exit slits, 180?optical path., and stepping motor scanning system with 32-bit microprocessor control. Minimum monochromator specifications: Resolution: 0.18nm @ 435.8 nm (1200gr/mm grating), 10 um slits, Focal length: 200mm, Aperture : f/4, Grating Turret: dual-grating (50 mm x 50 mm) turret, Interface: USB Standard, Accuracy: +/- 0.2nm, Drive-step size: 0.005 nm with 1200gr/mm, micrometer controlled adjustable slit assembly for entrance and exit ports 0 to 5mm (10micrometer increment/decrement unit).
7.     Visible light grating, 50x50mm, 1200g/mm, 500nm blaze.
8.       UV light grating, 50x50mm, 1800g/mm, 250nm blaze.
9.     Refractive output condenser lens to collect and collimate light from the monochromator and focus it at a distance of 250mm. A second lens that can move to give a variable focus between distance of 250 and 300nm is also required. UV grade optics are necessary.
10.     A radiant power meter with broadband probe.    
11.     A rolling support table for mounting system components. The height of the table must match the height of the probe in the ESR system, thus must be 23.5" high and adjustable on leveling pads over a range of     2".
12.     Rails and slide fixture for monochromator to allow it be inserted and removed from the optical path.
REQUEST FOR QUOTE (RFQ) any firm that believes it is capable of providing the required service as stated herein may submit a quote to document its ability to provide the required services, which will be considered if received by the fifteenth (15th) calendar day following the appearance of this announcement.     A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.     All responses or questions regarding this posting must be in writing and can be sent via email to joseph.pishioneri@fda.gov.     No phone calls will be accepted.       This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
