This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ478432 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provision and clauses are those effects through Federal Acquisition Circular 2005-24. Delivery and acceptance will be performed will be at Bethesda, Maryland. The National Institute of Drug Abuse on behalf of the National Institute of National Institute of Neurological Disorders and Stroke has a requirement to purchase Analyzer System. Specification is as follows;

1. Nitric Oxide analyzer includes detector, vacuum pump, operating and service manual.
2. Instrument Start-Up.
3. Circulating hot water bath 120V.
4. Purge system including a condenser and heating jacket.
5. Nitro Oxide liquid sample kit.
6. Frit Restrictor
7. Purge system hydrophobic filter
8. Injection port of purge vessel.
9. Analysis Liquid software.
10. Odor Filter with installation kit.
11. One year warranty.

The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The Provision at 52.212-12, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements (2) ability to deliver on time and within specification. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders commercial items, applies to this acquisition.
