THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Institute of Biomedical Imaging and Bioengineering (NIBIB) http://www.nibib.nih.gov , intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Illumina, Inc., 9885 Towne Centre Dr., San Diego 92121-1975, for the upgrading of the current Genome Analyzer (GA) system, to the Genome Analyzer (GAII) model.
This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-23. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253 ), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements.

The acquisition is being conducted as noncompetitive, with no set aside restrictions . The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees.
Market research conducted by the Government has determined that Illumina, Inc., the manufacturer of the system, is the only source with the capability to provide the upgrade to the Genome Analyzer (Items listed below). Specifications: (1) Item: Catalog number; SE-301-1006, Upgrade Genome Analyzer (GA) to Genome Analyzer (GAII) - with objective, includes IPAR (for Genome Analyzer, with a serial number of 158 or less).
This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposals, however all responses received within (10) days after publication will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
