CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES
REQUEST FOR PROPOSALS NO. 03/08-37

Proposals are requested from qualified Construction Managers/General Contractors for
services for the Resource Access Center Project. The Housing Authority of Portland ("HAP"),
in partnership with the City of Portland ("City"), the Portland Development Commission
("PDC") and Transition Projects Inc. ("TPI") proposes to develop a significant new building
in Old Town/China Town as part of the City of Portland's 10-Year Plan to End Homelessness.
The Housing Authority of Portland (HAP) will accept Proposals until 2:00 PM, April 2, 2008
at HAP's Purchasing Department located at 135 SW Ash Street, 5th Floor, Portland, Oregon
97204. Proposals should be clearly marked with the respondent's name and address and the
RFP title and number.
Hard copies of the Request for Proposals will be available beginning March 7, 2008 between
8:30 AM and 4:30 PM at HAP's Purchasing Department, located at 135 SW Ash Street, 5th
Floor, Portland, Oregon 97204. Electronic copies are available on the HAP website:

If the RFP is obtained via the HAP website, a required registration form must be faxed to
HAP (503-802-8496) in order to be added to the Plan Holders List and to receive any
addendum.
An optional pre-proposal conference for contractors or their representatives will be held
on Monday, March 17, 2008 at 9:00 AM. This meeting will be held at the Housing Authority
Office at 135 SW Ash Street, Portland, Oregon 97204 in the Columbia Conference Room (6th
Floor). Immediately following this conference, Proposers will have the opportunity to visit
Block U, the site for the Resource Access Center.
HAP has established an aspirational goal of 20% participation by disadvantaged, minority-
owned, woman-owned and emerging small businesses on this project and encourages proposals
from interested D/M/W/ESB firms. Disadvantaged, minority-owned, woman-owned and emerging
small businesses with an interest in this project are also encouraged to attend the pre-
proposal conferences.
